Closed Session - For negotiations on behalfofthe Public Body for the acquisition ofreal property Council held a closed session to discuss the acquisition ofr real property. Closed Session - Toconduct performance evaluation ofthe Town Manager Council held: a second closed session to conduct and discuss aj performance evaluation ofthe Town Manager, asi is held annually. Special Meeting Board and Commission Appointment Council unanimously approved Blaine Charak fort the Board of Adjustments asan Alternate Member. Work Authorization - Runway Lighting Rehabilitation Council unanimously approved the work authorization for a runway lighting rehab project atl Northeastern Regional Airport. For the proposed paving project, another work authorization will come later. Financing Proposals 2023 Sanitation Truck Council unanimously approved an offer from Southern Bank to finance $221,500 for thej purchase ofa 2023 Peterbilt 537 Sanitation Truck. The financing term is 10 years with an interest rate of 5.03%. The annual payment willl be $22,150with an interest total of$61,332.93, for a total payback of$282,832.93. Thes second offer was for 15 years ata an interest rate of5 5.42%. Real Property Purchase Offer Council unanimously approved submitting aj purchase offer for real property, after holding a closed session to discuss said property and aj proposed offer. Administrative Committee Fire Department Residency Requirements Update Thisi item was forwarded toi full council. Aj proposal is on the table to alter the current residency requirements for the fire department - All Edenton Fire Department full-time employees with the exception oft the Fire Chief, shall reside within 30 minutes of the station. The Fire Chiefs shall reside within the town limits or within a six-mile radius of the town limits. All volunteer firemen must reside within the Edenton Fire Department service district. Utilities Committee Electric & Water Utilities Customer Service Policy Review Thisi item was forwarded toi full council. Council is primarily considering whether to keep, remove, shift, or downsize: a $25 nonpayment: fee for late utility bills, but conversations are notl limited exclusively to that single fee. Public Works Committee Additional Handicap Parking Spaces - 200 Block S. Broad Thisi item was forwarded to full council. Public Works Director David Myers requested that council vote to create two new handicap parking spaces in Downtown Edenton. The first would be converting the existing parallel parking space at the corner of South Broad and West Queen (ini front of Southern Bank, the first on the right). Thes second would be the firsts space directly ini front of] Emilio's General Store (thet takeout/pickup orders spot), adjacent to the curb and sidewalk.
