Ave Steve Walters spoke about bringing attention to article 10 section, 3 ofthe Florida Constitution which states. Mr. Runte forfeit his office six months ago when he moved Mayor Wyatt Hoover spoke about thel legal advice they were given conflicts with the out oftown. Read. Florida State Statute 114.01 (g). interpretation that was just presented. Pat Scordino 500 Harland. Ave Pat Scordino spoke about paving issues and the conditions ofstorm drains along Harland. Ave. The road itselfis crumbling and caving. Provided several pictures on the condition oft the road and the drains. Can the speed limit be lowered tofifteen or make it no-thru traffic? Town Manager Elizabeth Mascaro spoke about these issues being: addressed, but being paid out of fund 145. The third project is the area of Harland, Poinsettia, and Flamingo. Further discussion ensued Paul McLaughlin 412, Second. Ave Paul McLaughlin spoke about the sand ground pit with a large trailer that has been parked therefor months along with piles ofjunk and caution tape. Town Manager Elizabeth Mascaro spoke about Code Enforcement has been out there. They are waiting on a garage tol bel built and then that will be addressed. 5. Public Hearings A. Public Hearing on the' Town's Fiscal Year2022/2023 (FY23) Millage Rate and Vice Mayor Joyce Barton spoke about her appreciation for the thoroughness. Annual Budget - Town Manager Elizabeth Mascaro Further discussion ensued 6. New Business A. Resolution 2022-07, Adopting the' Tentative Millage Rate for the Fiscal Year 2022- 2023 - Town Manager Elizabeth Mascaro Mayor Wyatt Hoover read Resolution 2022-07 A RESOLUTION OF THE TOWN OF MELBOURNE BEACH OF BREVARD COUNTY, FLORIDA, ADOPTING THE TENTATIVE LEVYING OFADVALOREM TAXES FOR FISCAL YEAR 2022/2023 Town Manager Elizabeth Mascaro spoke about this being less than last year and 9% over the rollback. Vice Mayor Joyce Barton moved to adopt Resolution 2022-07setting the tentative operating millage rate for fiscal year 2022-2023 at 4.580 mills, which is greater than the rollback rate of4.1756 by 9.68%, and setting the tentative debt service millage rate for fiscal year 2022-2023 at .9999 mills.; Commissioner Sherri Quarrie seconded; Roll Call Vote by Town Clerk Mayor Wyatt Hoover Aye Vice Mayor Joyce Barton Aye Commissioner Sherri Quarrie - Aye Commissioner Corey Runte - Aye Commissioner Marivi Walker - Absent Resolution 2022-07carried by a vote of 4-0 B. Resolution 2022-08, Adopting the Tentative Budget for the Fiscal Year 2022-2023 A RESOLUTION OF THE TOWN OF MELBOURNE BEACH OF BREVARD COUNTY, FLORIDA, ADOPTING THE TENTATIVE BUDGET FOR FISCAL YEAR 2022/2023; PROVIDING FOR AN -Town Manager Elizabeth Mascaro EFFECTIVE DATE. Vice Mayor Joyce Barton moved to adopt Resolution 2022-08 setting forthe appropriations and revenue estimate for the tentative budget for fiscal year 2022-2023 in the amount of$4.061,002.
