MINUTES City Council Parks, Trails, & Recreation Committee Wednesday, May 15,2024-3:30PM City Council Chambers Members Present: Aaron Baker, Chair, Council Member Howie Granat, Citizen Member Nancy DePippo, Citizen Member Reba Osborne, Citizen Member (Arrived 3:39pm) Wyn Birkenthal, Citizen Member Wilson Hooper, City Manager Wesley Shook, Acting Public' Works Director Alex Shepherd, Assistant to the City Manager Becky McCann, Communications Coordinator Aaron Bland, Assistant Planning Director Staff Present: Guests: Nora Jane Montgomery A. Welcome & Call to Order Committee Chair Aaron Baker welcomed everyone and called the meeting to ordera at 3:30 pm. B. Certification of Quorum Quorum was certified by Assistant to the City Manager Alex Shepherd. C.A Approval of Agenda Motion by Mr. Granat, seconded by Ms. DePippo, to approve the agenda as presented. The motion carried unanimously. D. Approval of Minutes from April 24, 2024 Meeting Motion by Ms. DePippo, seconded by Mr. Birkenthal to approve the minutes ofthe April 24, 2024 meeting as presented. The motion carried unanimously. E. Bracken Preserve Maintenace Update maintenance on Bracken Preserve. Mr. Hooper said Iwould like to find out what we need to get started on the first phase of Mr. Granat informed the committee we are still working with Conserving Carolina essentially as an escrow and they have roughly $12,000 that they: are carrying. Also, there is a $10,000 pledge donation outstanding. The first trail workday will be Saturday, May 25 fixing the entrance oft the trail. Due to the trail being steep we are trying to work with the Brevard Music Center that will allow us tol have a shallower trail. Ifv we do not obtain the access, then it will be more costly to carve a trail into the existing land. Mr. Baker said iti is probably time that City staffe engage and have meetings with the Mr. Bland mentioned we should have the property surveyed as we would need a new Brevard Music Center. plat and easement. F. Pisgah SORBA MOU Mr. Hooper said he wants to ensure the edits he has made are okay with the committee. Mr. Granat said he doesn't think we: should include the adopt a trail clause in the MOU because we want the trail tol be neutral and not feel that there is one organization that At 4:10 PM, motion by Mr. Granat, seconded by Ms. DePippo to recommend the Pisgah SORBA MOU to City Council as revised. The motion passed unanimously. The other item that Ihad a question about was the adopta a trail. sponsors the whole trail. G. Public Comment Mr. Hooper said he would like to have a joint meeting oft the Parks, Trails, & Recreation Committee and the Ecusta Trail Advisory Board. H. Set Date for Next Meeting The next meeting oft the Parks, Trails & Recreation Committee will be a joint Ecusta Trail Advisory Board meeting scheduled for Wednesday, June 26, 2024 at1:30 PM.
