VANCEYVILLETOWN COUNCIL MEETING MIINUTES Tuesday, June 25th, 2024, 6:00pm The meeting oft the Town Council was. held in the Yanceyville Town Council Chambers at the Yanceyville Municipal Services Building located at 158 East Church Street, Yanceyville, NC and streamed through the Webex platform on Tuesday, June 25th, 2024, at 6:00pm. Council Members present: Mayor- Alvin Foster, Mayor Pro Tem- Darrell McLean, Kenneth Staff present in person: Kamara Barnett-Town Manager/Clerk, Lee Farmer- Town Attorney, Miranda Harrelson- Deputy Clerk, and Harmon Crutchfield-Financial Consultant Darnell, Keith Tatum, and Brian Massey Item 1: Call to Order Mayor Alvin Foster called the' Town Council Meeting to order at 6:00 pm. The meeting opened with a silent prayer. He asked all to stand for the pledge of allegiance. Mayor Foster also stated that the Yanceyville Town Council rules and procedures reflect the revisions of thel North Carolina open meeting law oft the North Carolina General Statues, a copy ofthe Yanceyville Town Council rules and procedures are available upon request. Item 2: Review of Agenda -] Mayor Foster and Town Council asked ift there are any other additions or deletions at this time. Mayor Foster asked Town Council to review the Agenda. Under Item New Business: Mayor Foster added Caswell GOP Building Use Request, and Town Manager Updates. Mayor Foster Item 3: Consideration and Adoption of Uniform Conflict ofInterest Policy Attorey Farmer presented the Conflict-of-Interest Policy to Town Council. After al brief discussion, Mayor Foster asked Town Council for ai motion. Councilman Tatum made ai motion to approve and adopted the Conflict-of-Interest Policy dated 6-25-2024. The motion was seconded by Councilman Darnell and passed with a unanimous vote. Item 4: Consideration of Budget Amendment IVI for FY ending June 30th,2024 Mr. Harmon Crutchfield presented Budget Amendment IV: for Fiscal Year ending June 30th,2024 After al brief discussion, Mayor Foster asked Town Council for ai motion. Councilman Darnell made ai motion to approve Budget Amendment IV: for Fiscal Year ending June 30th, 2024. Councilman Massey made ai motion to approve the' Town ofYanceyville Budget Ordinance for Fiscal Year 24-25 (year ending June 30th, 2025). There is hereby levied a tax at the rate of thirty-three cents (.30) per hundred dollars ($100) valuation of property listed for taxes as of January 1, 2024, this reflects no increase in the tax rate for this fiscal year. This rate is based on a total valuation of property located in Yanceyville by the Caswell County Tax Department for the purposes of taxation of $126,402,098 and estimates a rate of collection of 98.55%. Section 8. The Finance Officer is hereby authorized to transfer appropriations as contained herein under the following conditions: a. The Finance Officer may not transfer any amounts between funds, except as approved by the Governing Board in the Budget Ordinance as amended. Section 9. Copies of this Budget Ordinance shall be furnished to the Town Manager and to the Finance Officer to be kept on file by them for their direction in the disbursement of funds.
