MANCEYVILLETOWN COUNCIL MEETING MINUTES Tuesday June 4th, 2024, 6:00pm The meeting oft the Town Council was held in the Yanceyville Town Council Chambers at the Yanceyville Municipal Services Building located at 158 East Church Street, Yanceyville, NC and streamed through the Webex platform on Tuesday, June 4th, 2024, at 6:00pm. Council Members present: Mayor- Alvin Foster, Mayor Pro Tem- Darrell McLean, Kenneth Staff present in person: Kamara Barnett-Town Manager/Clerk, Leel Farmer- Town Attorney, Miranda Harrelson- Deputy Clerk, and Kathryn Hinton-Administrative Assistant Darnell, Keith Tatum, and Brian Massey Item 1: Call to Order Mayor Alvin Foster called the' Town Council Meeting to order at 6:00 pm. The meeting opened with a silent prayer. He asked all to stand for the pledge of allegiance. Mayor Foster also stated that the Yanceyville Town Council rules and procedures reflect the revisions oft the North Carolina open meeting law oft the North Carolina General Statues, a copy of the Yanceyville Town Council rules and procedures are available upon request. Yanceyville Town Council also has rules and procedures for electronic meetings that reflect the revisions ofthel North Carolina open meeting law oft the North Carolina General Statues, a copy oft the Yanceyville Town Council rules and procedures are available upon request. Mayor Foster stated that iti is thej policy oft the Yanceyville' Town Council to allow 151 minutes during each monthly meeting for public comment. Individuals will be called ini the order signed up to speak. Three-minute time limit for eachi individual. Item 2: Review of Agenda - Mayor Foster and' Town Council Mayor Foster asked Town Council to review the Agenda. Under Item 11: New Business Mayor Foster Consideration of Grant Award from the North Carolina Department of Public Safety/Emergency Management. Mayor Foster asked ift there are any other additions or deletions at this time. Item 3: Consent Agenda a. Minutes from the May 7th,2024, Town Council Meeting Mayor Foster asked Town Council to review the Consent Agenda. After a short review, Councilman Darnell made a motion to adopt the Consent. Agenda as presented. The motion was seconded by Mayor Pro Tem McLean and passed with a unanimous vote. Item 4: Public Comment signed up for public comment. Yanceyville Town Council Meeting Minutes. June 4th,2024 Mayor Foster asked if anyone signed up for public comment? Ms. Hinton indicated no one 1 Item 5: Water and Wastewater Treatment Facilities Update: Matthew Malone. Regional Mayor Foster introduced Mr. Matthew Malone Regional Manager to Town Council. Mr. Malone Manager Inframark presented the monthly update as follows: Yanceyville Water Treatment Plant No violations werei recorded. Cleaned Out Sedimentation Basin # 1 and # 2 and returned to service. NTU. Adjusted chemical feed up to keep up with demand Raw Water turbidity levels spiked back up to 851 NTU May 18th, 2024. Is currently down to 40 Started flushing of entire system. Yanceyville Wastewater Treatment Plant No violations werei recorded (One set ofresults left) Have 4" rental pump onsite and pumped solids out oft the Effluent Basins as well as Chlorine Contact Chamber. Need Basins pumped out sO we can trouble shoot issues with decant cycle. Mixer # 2 went out on SBR#1 1. Underwood has been notified. Have started decanting from the Wastewater Lagoon. Mayor Foster thanked Mr. Malone for providing an update to Town Council. Item 6: Schedule Public Hearing for Fiscal Year 24-25 Recommended Budget, Tuesday Mayor Foster asked Town Council for a1 motion. Councilman Tatum made at to schedule the Public Hearing for Fiscal Year 24-25 Recommended Budget for Tuesday, June 18th, 2024, at 6:00 pm. The motion was seconded by Mayor Pro Tem McLean and passed with a unanimous vote. Item 8: Presentation of] Farmers Market Update As you all are aware, the' Town ofYanceyville, in conjunction with the Caswell Local Foods Council received a grant from the NCTobacco Trust Commission to build a shelter for the farmer's market. Yanceyville' Town Council Meeting Minutes June 4th,2024 2 Amaster plan funded by Danville Regional Foundation was developed by our Engineering Firm, Alley Williams Carmen,& King that includes plans for this project plus additional future phases The first phase, which is already funded and needs to start in the very near future, includes the farmers market shelter, parking lot and public restrooms. In addition, the façade oft the municipal building will be updated to shield the generator and attractive landscaping will be provided along Given the season ofthe farmers market, tol begin this fall will provide the time required for getting the space completed in time for the 2025 farming season and First Friday activities. Town Council, I would like your recommendation of an official name oft the area. As you see Town Plaza, Town Market Square, Yanceyville Market Square, Yanceyville Market Pavilion, Pavilion Market Commons, Pavilion Market Plaza, Yanceyville Pavilion Plaza, Yanceyville Market & Pavilion Plaza, Yanceyville Plaza Park, Yanceyville Plaza, Farmers Market Commons, to enhance the space. the wall. Future plans include aj possible mural there. here, Yanceyville Market Square is an option. Other possibilities include: and or Yanceyville Farmers Market Square & Pavilion Town Council agreed to the schematic prepared by AWCK for phase. Item 9: Town Manager Updates- Kamara Barnett Announcements: On this upcoming First Friday June 7th, 2024 the Town will bel hosting Mr. Matt Boswell and HBB please come out and support this event. We will also have a cruise - in and food trucks. Town Hall will be closed on Wednesday, June 19th for. Juneteenth. Town Council Meeting will take place on Tuesday, June 25, 2024- Consideration and Adoption Onl Friday June 28th we will have the 3rd Annual Fireworks Show which will take the place of our. July First Friday. Retro Vinyl will bej providing entertainment. We are still finalizing a few Murphy Street Update- we. have contacted our Local office here in Caswell to do ai review and assessment once completed they will let us know ift they are able to address the concerns stated at ofFiscal Year 24/25 Budget details at this time with our community partners event will begin at 5pm our previous meeting. Item 10: Town Attorney Updates- Lee Farmer Town. Attorney Farmer stated hel had no update toj provide at this time. 3 Yanceyville' Town Council Meeting Minutes June 4th, 2024 Item 11: New Business a. Consideration of Grant Award from North Carolina Department of] Public Safety/ Town Manager Barnett noted that back in October of2023 she and Mayor Foster addressed Town Council with the intent to apply for a grant through the North Carolina Department of Public Safety regarding The Yanceyville Water Supply Dam Removal project. She added that the project would prevent catastrophic dam failure during floods likely resulting from fractures, piping, and seeps within the primary spillway. The failing dam represents al hazard to transportation infrastructure immediately downstream and the abandoned impoundment further She further explained that the Town received the grant. Town Manager Barnett announced that the Town's grant application for the Emergency Management Disaster Relief and Mitigation Fund has been selected for funding up to the amount of$1,639,022. She added that the final approval is conditional on the return ofthe Memorandum ofAgreement (MOA), signed by the appropriately authorized representative(s). By accepting this grant, the Town agrees that funds will only be expended to complete the approved project, not to exceed the funding amount during the designated period of performance, as well as all applicable terms, conditions, and Town Manager Barnett noted ift the' Town is sO inclined to accept the grant award, she would Mayor Foster asked Town Council for ai motion.
