The mayor called for public comment. Jan Kukucka--Crescent Hills Civic Association Park Chairman, 145 Sycamore Drive, made a comment regarding the stimulus money allotted to parks, that was discussed at a previous meeting and questioned status of a disbursement date. The manager explained the stimulus money is available for parks and requests are still being processed. Once the awards are granted, applicants will be notified at that time. Greg Swatchick, 648 Gramac Lane, made a comment on employee salary increases. Bill Moutz 1335 Maple Avenue made a comment requesting a decrease in real estate taxes. Attached is a resolution approving the selection of TranSystems for the Design and Engineering of the entire 13.4-mile Verona, Oakmont, Penn Hills and Plum (VOPP) Trail as specified in the VOPP Request for Proposal. There is no local match associated with this grant or the awarding of the contract. The Municipality of Penn Hills and its neighboring communities have been working for many years to bring recreational opportunities to each of their communities. The Redevelopment Authority Allegheny County awarded the Municipality of Penn Hills with a $1,173,000.00 grant for the Design and Engineering of the entire VOPP Trail in September of2022. The Municipality of Penn Hills signed a contract with the RAAC in November and released a Request for Proposal. As an exclusive transportation firm, we have successfully completed dozens of similar projects with construction packages including plans, specifications, estimates and bidding documents. Most recently, we assembled a final bidding package for the Brackenridge Three Rivers Heritage Trail as well as the Eagle Lake Section of the Greater Allegheny Passage (recently constructed). Project Manager Brian Krul (Penn Hills 1993 Graduate) has successfully managed similar trail projects for Friends of the Riverfront and is a former employee at PennDOT District II-0 working on several District projects while maintaining relationships with key staff- this will aid with PennDOT coordination on severa! of the PennDOT owned roadways that the VOPP Trail traverses. TranSystems does not have any knowledge of relationships with the firm or principals of the firm with any said TranSystems is fully committed to supervising, staffing, and completing this project with the completion date of November 2024.
