The City is very thankful for this opportunity. Cindy Falkner, representative of T-Mobile, presented a check to Darren and stated T-Mobile is very proud to support communities with these Hometown Grant opportunities. Instead of just bringing in wireless towers and more stores, T-Mobile wanted to be a part of the community and help small towns to thrive. Over the next five years, T-Mobile plans to provide $25 million in grants to help with community development projects. As a T-Mobile Hometown Grant recipient, the City of Mount Airy is receiving $50,000 to fund wayfinding signage to enhance tourism and marketing efforts in Mount Airy. By adding this signage to Mount Airy downtown, it will improve the experience for residents and visitors. T-Mobile is committed to rural America. PUBLICHEARINGS a) Request to Annex and Rezone Property Located at 178 Strickland Farm Lane: Representatives: from the North Franklin Development Co. spoke about this annexation and rezoning request. The Planning Board voted unanimously in favor of this project. The petition for voluntary annexation and rezoning was filed with the intention to construct and provide a housing subdivision. There: is ai need for housing in this area confirmed by the Surry 3 County Housing Study. This is the first step and moving forward, there will be questions about traffic, run-off, and other concerns. The development team is working with the NCDOT along with the City and County in addressing these concerns in due time. The developers are very excited about this opportunity. They will work diligently to build the right project for this area. Mayor Cawley opened the Public Hearing for comments. Pam Tripus, 235 Pipers Gap Road (non-city resident): Has no problem with the annexation but this area is low density. She is opposed to rezoning this property to high density. Concerned about traffic increases and there are already run-off issues. Her main concern is Greg Perkins, representing the Chamber of Commerce (city resident): Spoke in favor of the Melissa Hiatt, Executive Director of the United Fund/member of the Chamber of Commerce Board of Directors (non-city resident): Receives calls every day regarding homelessness, job needs, and housing needs. People want to move to this community and there are no homes. Spoke in favor of the voluntary annexation and rezoning of this property. Housing is needed Calvin Vaughn, 600 Merritt Street (city resident): Spoke in favor oft the voluntary annexation and rezoning of this property. Housing is desperately needed in this community. Regarding the concerns of increased traffic in this area should this project come to fruition, this area is Blake Moyer, SCEDP President (city resident): Spoke in favor of this voluntary annexation and rezoning request. The employers in the community say the housing shortage is an issue-it is hard to convince someone to move to Mount Airy when there is nowhere to live. There are things out there, but it may not fit the needs of that individual-there are very slim pickings. Chris Lumsden, President and CEO of Northern Regional Hospital (city resident): Spoke in favor of the voluntary annexation and rezoning request. Served on the Surry County Housing Study committee. The hospital has 1,000 caregivers-one of the top three economic challenges is the lack ofaffordable housing. If Mount Airy is trying to attract new businesses and encourage existing businesses to expand, there: needs to be affordable housing. Larry Johnson, Surry County Board of Commissioners: Excited for this project and spoke in favor of the voluntary annexation and rezoning request. This company is an existing employer in Mount Airy that is wanting to expand their operations in the community. The company is seeking to construct a new building with a total estimate investment of $80 million. There will be no new jobs but a retention of the 60 existing. jobs. There will be new technology investment. This company is also actively seeking Ron Sutphin, SCEDP Executive Committee (non-city resident): Spoke in favor of these incentives to Project Vista. This company is local and has been in Mount Airy for decades. These incentives are critical for the success of this project and the retention of this company. Larry Johnson, Surry County Board of Commissioners: The County Board of Commissioners have already discussed this and is in full support of this project. Spoke in favor of these opportunities in other locations. The SCEDP Board of Directors support these incentives. incentives to Project Vista. PUBLIC FORUM: Mayor Cawley declared the public forum open for comments. Sandy Hutchens, 135 Plantation Place Lane (city resident): Born and raised in Mount Airy. Started a petition to request the new Visitor's Center be named after Flip Rees. Mr. Rees did 5 so much for the downtown and community and he feels it would be appropriate to name the Ann Vaughn (city resident): Spoke in favor of naming the new Visitor's Center after Flip Rees. There are 500 names on the petition. The City approved a naming policy stating that naming of buildings, departments, etc. will require money to do sO, but there are some people that do not require a dollar amount. She believes that Flip Rees and his family are an exception to this rule. Ifit was not for the investments from Flip Rees and his family, there wouldn't be a downtown, entertainment district on Market Street, or talk of the hotel and convention center on the old Spencer's Mill property. She hopes the Board will see that these numbers on paper pale in comparison on the economic impact that Mr. Rees has had on Melissa Hiatt, Executive Director of Untied Fund: The City was notified that the Summer Adventure Camp Grant was discontinued and the City wouldn't be receiving funds to support the camp this year. The United Fund has agreed to extend a gift of $3,800 to the Mount Airy Parks and Recreation Department and the Reeves Community Foundation to be applied to the summer camp. They want to find a way to continue this camp, which gives the Mike Morand, 906 Banner Street (city resident): Spoke about a tractor and trailer parking on the street outside of his home and was told nothing could be done. He works for a trucking company and makes arrangements to park his truck in Virginia keeping it out of a residential area. Tractor and trailers are turning onto Banner Street tearing up the curb and street. He would appreciate the help from the City to have no commercial vehicles on residential new Visitor's Center after him. Mount Airy. youth something to do during the summer months. streets. AGENDA: a) Resolution 2024-090-Resolution Authorizing ABCI Funds Distribution Amendment: Darren Lewis mentioned that during the previous administration, the ABC Board had been told the items in this resolution were approved but the previous administration didn't follow through to bring these changes to the Board of Commissioners for approval. The distributions have already been made to the organizations because the ABC Board was told Commissioner Hutchens stated he didn't have an issue with Daymark, who provides great services, but looking at their 990, their revenues were at $82 million and the net income was $6 million. He would like to encourage the ABC Board to take another look at this. Reeves Community Center and the Library would benefit more from that tax money and would be kept in Mount Airy. Daymark is a nationwide organization with a net income of $6 million. He encouraged this Board send this back to the ABC Board for further review. Mayor Cawley stated when that question came up, the answer he received is Daymark offers counseling services for those experiencing alcohol addiction. Commissioner Cochran and this was approved. Commissioner Koch agree with Commissioner Hutchens. 6 Mayor Cawley stated the ABC Board is already sending the funds to these three agencies thinking they have already received approval from the City. Commissioner Koch feels the Board needs to advise the ABC Board to stop and rethink these allocations. If Daymark is Darren Lewis stated he will contact the ABC Board and have a conversation with them and Commissioner Hutchens made a motion to table this item until the July 18, 2024 Board making $6 million, they don'tr need the money from the ABC Board. bring it back to the. RESOLUTION NUMBER 2024-092 RESOLUTION AUTHORIZING AN INCENTIVE AGREEMENT BETWEEN THE CITY OF MOUNT AIRY AND "PROJECT VISTA" WHEREAS, the City of Mount Airy is negotiating with a company identified as WHEREAS, "Project Vista" is a competitive economic development project for the potential expansion and/or relocation of an existing business located in Mount Airy; and WHEREAS, this company proposes to retain 60+/- existing jobs and new capital WHEREAS, the City of Mount Airy held a public hearing on June 20, 2024 to hear WHEREAS, the City will provide the following incentive package to this company: "Project Vista"; and investment of $70 milliont; and public comment on the proposed incentives; and Tax incentives 80% over eight years based on new taxes paid each year as ar result ofnew capital investment of $70 million Land Donation: 25+/- acres in Westwood Industrial Park WHEREAS, the amount of the incentive is based upon the ad valorem tax revenues that the City anticipates receiving from the project, as well as the anticipation that the company will stimulate and diversify the local economy, promote business, and provide continued employment; and WHEREAS, The City has determined that the location of the Company's facility in the City and the County will bring direct and indirect benefits to the community, including job retention, economic diversification, stimulus of existing businesses, a stable manufacturing presence, and other good and valuable public purposes; therefore, the City and County have therefore offered economic development incentives to induce the Company to continue operations in Mount Airy and Surry County: NOW, THEREFORE BE IT RESOLVED BY THE CITY OF MOUNT AIRY BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT: 8 Section 1. An incentive agreement between the City of Mount Airy and "Project Vista"is Section 2. RESOLUTION NUMBER 2024-093 RESOLUTION APPROVING SERVICES AGREEMENT BETWEEN CITY OF MOUNT AIRY ANDE PILOT VIEW RESOURCE CONSERVATION & DEVELOPMENI, INC. WHEREAS, the City desires to engage Pilot View Resource Conservation & Development, Inc. (Pilot View) to provide services for the Ararat River Stream Restoration and Greenway Project for the City of Mount Airy; and WHEREAS, this project is to extend the Granite City Greenway north to Jones WHEREAS, it is staff recommendation for approval of a Services Agreement between the City of Mount Airy and Pilot View Resources Conservation & Development, Inc. to Intermediate School and provide stream restoration along this area; and provide these services: NOW, THEREFORE BE IT RESOLVED BY THE CITY OF MOUNT AIRY BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT: Section 1. Staff has received the ok from SHPO this afternoon and this has been forwarded to the National Park Service. Once the approval is received, the City will begin with the demolition and development of the site. Darren indicated that the funds for this project were coming from the existing $2 million On motion by Commissioner Koch and passed unanimously, Resolution 2024-094 was Annex/Dye House Building: allocation received from the State. approved. RESOLUTION NUMBER 2024-094 RESOLUTION AWARDING DEMOLITION: SERVICES CONTRACT FOR SPENCER'S MILL CUBE. ANNEX AND DYE HOUSE WHEREAS, the latest structural engineering report recommended demolition of the Cube Building, Cube Annex, and Dye House located on the Spencer's Mill property due to the compromised structural integrity of these buildings; and WHEREAS, the City of Mount Airy advertised for bids for the demolition of these buildings with results as follows: Contractor: DH Griffin Wrecking Co. Ultimate, Inc. ORDINANCE NUMBER 2024-047 ORDINANCE EXTENDING MUNICIPALSERVICE DISTRICT BOUNDARY WHEREAS Article 23, Chapter 160A of the North Carolina General Statutes authorizes the City Council of any city within the State of North Carolina to define one or more service districts for the purposes enumerated in the act and to annex territory to any service district pursuant to the procedures therein described; AND WHEREAS on June 24, 1975 the Board of Commissioners of the City of Mount Airy adopted a resolution creating a Municipal Service District embracing much of downtown Mount Airy; AND WHEREAS the Board of Commissioners of the City of Mount Airy deems it desirable and to the best interest of all oft the citizens of the City ofl Mount Airy to extend the boundaries of the Municipal Service District sO created; AND WHEREAS the Board of Commissioners of the City of Mount Airy has caused a report to be prepared containing a map of the proposed extensions to the Municipal Service District with the boundaries of said extensions outline thereon and a statement showing that the proposed extensions meet standards and requirements of North Carolina General Statutes 160A-538 and has proposed a plan for extending services to such areas to be annexed; AND WHEREAS the report, as prepared, was filed in the office of the Clerk and was available for public inspection for at least two weeks before June 6, 2024, the date established for public hearing thereon; AND WHEREAS, notice of the public hearing was published once, not less than one week before the date of the public hearing, in a newspaper having general circulation in Mount Airy and Surry County, and the notice required by North Carolina General Statutes 160A-538(d) was mailed by first class mail, fully prepaid, to the owners of all of the property located within the proposed Municipal Service District extensions as shown by the County tax records as ofJanuary 1,2024; AND WHEREAS at six o'clock, June 6, 2024, a public hearing was conducted at the Municipal Building of the City of Mount Airy on the extensions of the Municipal Service 11 District at which time the proposal for extending the Municipal Service District was reviewed and all public comments duly noted; AND WHEREAS the Board of Commissioners of the City of Mount Airy had determined that the Municipal Service District should be extended to include the extensions as hereinafter described; City of Mount Airy that: NOW THEREFORE, BE IT ORDAINED by the Board of Commissioners of the Section 1.
