Adoption of Agenda Council Member Don Herndon made a motion to adopt the agenda..Council Member Tyson Nixon seconded the motion which passed unanimously. Council Members Larry Coble, Terry Caviness, Don Herndon, Tyson Nixon, and Greg Carpenter voted yes and adopted the agenda. Information Monthly Reports Each Department's Monthly Reports are included for review. The Police Department included a yearly summary. New Business Consideration/Adoption of FY 2024-2025 Budget Calendar Audit Contract - Thompson, Price, Scott, Adams, & Co. PA This is to consider and adopt the 2024-2025 Budget Calendar. The Town Manager said we will try to stick to this calendar as much as possible as we prepare for growth. Thisi is the contract for the new year for Thompson, Price, Scott, Adams, & Co. PA to perform the Town's Audit. The Town Manager said it runs about $30,000 per year and the NCLGC overlooks contracts and this is a standard price. A representative should be here in March to do the audit presentation and then we will be caught up. The FY 24/25 Road Closure Public Hearing- Monday January 22, 2024 5:30 PM This is an advertised public hearing at the regular Council Meeting on January 22, 2024 for the purpose of considering the street closure oft the portion oft the street right ofway that was never constructed for the owner ofLots 1,2,3,4, 5 and 6 as shown on aj plat entitled "Lynwood Subdivision," recorded in Plat Book 36, Page 20, ini the Register of Attorney Bill Flowe said the purpose was to see ifit would be developed and reconsider access to it. It was never developed for individual tracts sO the tracts will be combined Public Hearing Blower Engineering- Rezoning Request. January 22, 2024 5:30 PM There will be a legislative Public Hearing for a request by applicant. Tom Byrnes with Blower Engineering on behalfof property owner SPB Holdings LLC, for ai map amendment from B2 with SUP to Industrial on parcel 8726546418, approximately 8.9 acres, located at 10228 Old Liberty Road at the regular Council meeting Monday January Council Member Larry Coble said he had concerns that the industrial will back up toa residential area, Council Member Terry Caviness said he has concerns about five years down the road and ifhe sold we would have no control overi it. Town Attorney Flowe said to wait to hear the presentation. They do not have to decide tonight and to be aware Public Hearing Text Amendments to Town Ordinances January 22, 2024 5:30 PM This is an advertised legislative public hearing request by the Town ofLiberty, for several amendments to Town Ordinances to bring into compliance with state legislation and The Town Manager said the trend is to get text amendments through the Planning Board Reappointment Planning Board/Board of Adjustment Dennis Hargis Dennis Hargis had agreed to serve another three year term on the Planning Board/Board Appointment Planning Board/Board of Adjustment- -J Jason Glass Jason Glass has applied for the vacancy on the Planning Board/Board of Adjustment in town alternate left by Richard Cobb who resigned. This would be for a three year term This amendment is to move funds from the Enterprise Fund Appr to the Water Department for the following line items: (Due to the rise ofd cost and more water main breaks the following items are spent out. The LGC approved the loan for the radios for the Fire and the Police. We had to get approval from them since the loan amount was over $50,000. Toyota has invited Council to tour their training facility in Greensboro on March 1, 2024 and will be sending an Evite. Assistant Town Manager Janie Phelps came forward. She has been looking at permitting software. With all the development that is potentially coming this would make it easier for everyone and would keep better records. Prices would range from $8,000-$10,000. In the future (not this year) she would like to update ordinances to a UDO (Unified Development Ordinance). This would be done bya a consultant and could range inj price from $50,000 - 140,000. Council Comments in depth at zoning.
