Adoption of Agenda Council Member Don Herndon made a motion to adopt the agenda..Counci Member Larry Coble seconded the motion which passed unanimously. Council Members Larry Coble, Terry Caviness, Don Herndon, Tyson Nixon, and Greg Carpenter voted yes and adopted the agenda. Information Monthly Reports Each Department's Monthly Reports are included for review. Interim Parks and Rec Director Kolby Riddle said they have advertised baseball registration. Safety Director Bret Pedigo said the cost of Workman's Comp insurance is twenty thousand dollars less thanks to safety training and our employees. Public Works Director. Joseph Walsh said there was a hydrant struck by a vehicle on Kirkman Street causing over nine thousand dollars in damages. The operator is responsible for damages. Public Works worked a twenty four hour shift to make repairs. Hei is thankful to the PD: for helping with traffic control. There has been a new roof placed on Town Hall and the Town Manager has filed with insurance. The state is requiring them to identify lead and copper pipes. He has started a spreadsheet. They will be doing flagger training on the 27th. ChiefTalbott said two overdoses were saved and three fires were contained to one room. Mayor York thanked them for their present insurance rating. The PD is in their new building and still getting things inj place. Rose Garden Club Presentation The Liberty Rose Garden Club wants to seek permission to beautify a section oft the Farmers Market here in Liberty. They will be seeking a grant to cover all materials and the Town would provide staff to help with grading and the install. They need approval of preliminary plans for the application. The grant is from the Randolph Tourism Authority, This is a big project and they are asking for a little help. Gail Morgan came forward and spoke. Toyota has donated some plants and they handed out pictures oft their plans. They will include benches as well. She has to turn the grant application in on Thursday. Council Member Don Herndon said he appreciates it and loves the plan. Council Member Tyson Nixon made a motion to approve their work on the property. Council Member Terry Caviness seconded the motion which passed unanimously with Council Members: Larry Coble, Terry Caviness, Don Herndon, Greg Carpenter, and Tyson Nixon voting yes, Finance Report Finance Director Kathy Bond came forward to give her Finance Report since she will not be at the Council meeting. She said if the Council ever wants additional reports she can provide those through email. Council Member Larry Coble said he would like to see quarterly reports ofleaks, fees, and money earned. Council Member Herndon asked ifwe are in good shape for AP. She said Department Heads are to have invoices coded and turned in by Wednesday sO she can pre audit and have checks ready the next day usually. Council Member Larry Coble made a motion to approve the Finance Report. Council Member Don Herndon seconded the motion with Council Members: Coble, Herndon, Caviness, Carpenter, and Nixon voting yes to approve. New Business Main Street Community Meeting Flier The Town has requested assistance from the MS & RP (NCI Main Street & Rural Planning Center) for a Downtown Economic Development Strategic Plan. There willl bea a meeting Tuesday, February 20th, 61 PM-8PM at the American Legion in Liberty. Everyone who is interested in sharing their vision for Downtown Liberty isi invited. The flier is attached. The Town Manager said they have had a couple of stakeholders meetings. Bret Pedigo said this is the initial phase of getting back in the Main Street Public Hearing LDP (Land Development Plan) February 26, 2024 5:30 PM This is an advertised Public Hearing for the updated draft oft the LDP before adopting it by resolution. Any interested party may sign up to speak on this matter. The Town Manager said the LDP was sent in a separate email. It has been worked on since 2014 and can be updated tol keep moving forward. The last one was done in 1999. Council Member Don Herndon said there is no record of] John Leake who is mentioned in the history. The Town Manager said we could approve and take out that historical part. Council Member Herndon said there has been a lot ofv work put into it and is very detailed. The Town program. Any interested parties may Appoint Joseph Walsh to Eastern Randolph Water and Sewer Advisory Board The Town is recommending that Public Works Director Joseph Walsh be appointed to the Eastern Randolph Water and Sewer Advisory Board. The Town Manager said this board will meet as needed when issues come up. It will include representatives from Asheboro, Franklinville, Ramseur and Randolph County as well. Manager's Report Town Manager Scott Kidd gave the report. He has been appointed to the PTRWDB (Piedmont Triad Workforce Development Board). This will be a two year term. The Town has requested $200,000 of Strategic Planning Funds to help complete the project at Freedom Park which includes an Amphitheater Shell, Splash Pad, and a basketball court upfit. The Town would like to enter into a contract with McGill Engineering to explore the water meter vault in the northeastern part of Randolph County and potentially havea backup water supply. Citizen Comments Kevin Bowman pointed out that the same history included in the LDP is on the Town's Website sO will also need to be corrected. Mayor Comments Hal Johnson has retired as Randolph County Town Manager. We will bel hosting the Randolph EDC meeting Tuesday February 27, 2024 at 8: AM in the Reitzel Center.
