IG Minutes oft the Work Session of The Liberty Town Council Held on March 18,2024 5:30PM Present Mayor: Council: The Honorable Filmore York and Greg Carpenter Scott Kidd Jessica Brown Terry Caviness, Larry Coble, Don Herndon, Tyson Nixon Town Manager: Town Clerk: Staff: Police Detective; William Hargrove, Public Works Director; Joseph Walsh, Finance Director; Kathy Bond, Library Director; Brenda Heindi, Assistant Town Manager; Janie Phelps, Interim Parks & Recreation Director; Kolby Riddle, Safety Director; Bret Pedigo and Police Lieutenant; Luke Scala Town Attorney; ToOrder Bill Flowe The Mayor called the meeting to order at 5:30 pm and welcomed everyone and those watching on Facebook. Adoption of Agenda Council Member Terry Caviness made a motion to adopt the agenda.Council Member Don Herndon seconded the motion which passed unanimously. Council Members Larry Coble, Terry Caviness, Don Herndon, Tyson Nixon, and Greg Carpenter voted yes and adopted the agenda. HSI Agent- Police Report Homeland Security Agent Zachary Neff came forward to talk about their partnership with Liberty. He passed out al handout explaining the benefits to the Town and Homeland Security. He went over some cases that were solved with Liberty's help and said we have a cutting edge lab and police facilities. He read letters of commendation for Detective William Hargrove and Chief David Semrad from the Department of Homeland Security. Mayor York thanked him for being there and the work he does.. Darin McClure - Mid Atlantic Associates - Brownfield Coalition Mr. McClure came forward to speak. THe EPA allows communities to apply for grants onj properties that have the stigma of! being environmentally contaminated. Smaller communities can band together in a coalition to reap these benefits. We could join Siler - City and Ramseur to remove barriers in the way ofe economic developments. Clean up grants are no match and federally funded. They have worked with Siler City for the past five years. Council Member Herndon asked how many properties have been rejuvenated in Siler City. Mr. McClure said a handful but all ofl Downtown has been assessed. This grant is for assessment. It can then be followed up with a clean up grant. Janie Phelps - Board training Assistant Town Manager Janie Phelps gave aj powerpoint presentation that includes basic legislative training for Council. She included: Your role, Considerations for Legislative Decisions, Impermissible considerations, Consideration of the Comprehensive Plan, Staff review and Planning Board Recommendations, Consideration of all uses, Conditions, and Reasonableness: of Rezoning. Council Member Coble said we also need to educate the Public to what our parameters are and Council Member Nixon said citizens need tol know their rights as property owners especially when facing a corporate entity. They were voted by citizens to represent them. Bill Flowe said the Council needs ai refresher on quasi judicial hearings based on sworn testimony. Ms. Phelps said the SOG is putting out anew book and she can do another presentation. Information Monthly Reports Each Department's Monthly Reports are included for review. Library Director Brenda Heindl thanked her staff for keeping things going while she was out with COVID. She was impressed with all the young veterans who came to their discussion. She is having a book sale to weed out some less circulated books. Police Lieutenant Luke Scala thanked Agent Neff for being here and thanked Detective Hargrove for his work. Council Members Tyson Nixon and Greg Carpenter came by to tour the new Police Station and he thanked them for their support. Council Member Nixon said he is amazed at what the people in the Department did. Interim Parks and Rec Director Kolby Mcpherson said he had over: four hundred participants in the Run forl Lilly. There will be an egg hunt March 28th at the park that includes three age groups. Public Works Director Joe Walsh said there was a hydrant hit outside Friday but they had to cut off because of leaking from a hairline fracture. The insurance reimbursed us for the last one hit by a car. Old Business New Position to Payscale - Building and Grounds Maintenance This is ai new position for public works that would help with building and grounds maintenance and address how to handle bigger jobs such as a leaky roof. The money is in the budget and it would be advertised. New Business Audit Contract - Thompson, Price, Scott, Adams, & Col PA This is the contract for the new year for Thompson, Price, Scott, Adams, & Co. PA to perform the Town's audit for the Fiscal Year ending June 30, 2024. Road Closure Request- back parking lot Town Hall/Library April 20th This is a road closure request/resolution for the temporary closure of the back parking lot at Town Hall/Library Saturday April 20, 2024 1-3PM for an outdoor library event "Dia de los Libros". It will have multicultural displays outside. Presentation - Use ofLowe funds for library expansion drawings Library Director Brenda Heindl will discuss the possibility of using Lowe funds to prepare library expansion drawings. The Library Board approves and the cost would be This is a road closure request/resolution by the Parks and Recreation Department for Saturday April 27, 2024 for as street festival. Right now they have thirteen vendors, five $55,000. Road Closure Spring Festival Saturday April 27,2024 food trucks, and a band. Manager's Report meeting on Friday. Council Comments from Homeland Security. Mayor Comments Town Manager Scott Kidd gave the report. He would like to extend his appreciation to the Council for their work at the Budget Retreats. He will be going to the PTRC Budget Council Member Tyson Nixon congratulated Detective Hargrove on his commendation Mayor York thanked Homeland Security for coming to the meeting and thanked the Town Manager and Staff for good Budget Retreats. Motion to Adjourn There being no further business to discuss, Council Member Tyson Nixon motioned to adjourn the meeting and Council Member Larry Coble seconded the motion which passed unanimously.
