CULTURAL ARTS COMMITTEE This 7-member committee provides representation for the citizens of Hope Mills in partnership with the Town Parks and Recreational Department and the Town Board of Commissioners in promoting, encouraging, and increasing support for the town's artistic and cultural assets as well as working toi integrate arts and culture into community life. The committee is dedicated to improving communications with the BOC regarding the quality oflife for young adults by providing recommendations related to programs and actions that affect this age group. The Board of Commissioners may establish temporary and standing committees, boards, and other bodies to help carry on the work ofTown government. Unless otherwise provided by law or the Board of Commissioners, the power rofappointment to such bodies lies (b) Open Meetings Law. The requirements oft the open meetings law apply whenever a majority of an appointed body's members gather inj person or simultaneously by electronic means to discuss or conduct official business. They do not apply to meetings solely among the Town's professional staff. (c) Procedural Rules. The Board of Commissioners may prescribe the procedures by which the Town's appointed bodies operate, subject toa any statutory provisions applicable toj particularbodies. There is established within the administrative section of the town pursuant to N.C. Gen. Stat. 160A-400.7, et. seq- as a division thereof, a Historic Preservation Commission. This commission shall consist of seven members, to be appointed by the board of commissioners at the second regular meeting in January of each year, following the municipal elections. A majority of the members of such a commission shall have demonstrated special interest, experience, or education in history, architecture, archaeology, or related fields. TAB 10 BY-LAWS HOPE MILLS ECONOMIC DEVELOPMENT COMMITTEE ARTICLE 1: PURPOSE The purpose oft the Economic Development Committee (EDC) is to promote and stimulate the development of all economic sectors within the Town ofHope Mills and potentially within the Region. The duties and activities of the committee shall include, but are not limited to, the creation of capital investment and employment opportunities through solicitation of new business and industry and expansion of existing business concerns. ARTICLE 2: MEMBERSHIP The Economic Development Committee will consist oft thirteen members. The Hope Mills Board of Commissioners shall appoint seven (7) voting members. The remaining six (6) shall be non-voting ex officio members oft the committee due to the position they hold within the community and surrounding municipalities and/ or businesses. The seven appointed members shall have one full and equal vote. In the event ofat tie vote the designated Chair of the Committee may vote to break the tie and/or the Mayor oft the Town of] Hope Mills ift the Chair is not available. The appointed members shall hold four-year terms half ofv which expire every two years and shall serve in good standing until replaced. Ex officio members serve by virtue oft the position they hold. Terms ofe each appointed member shall be from July ISt to June 30th of each year. ARTICLE 3: MEETINGS Meetings of the Committee are public and open. The meetings shall be conducted in accordance with the open meeting laws oft the State ofNorth Carolina. The Committee should establish a regular date, time, and place fori its meetings. These meetings will be publicized according to North Carolina state laws. Ata minimum, these meetings will occur quarterly, one of which will be an annual meeting within the first quarter of each calendar year. The Chairperson, or any oft the other six (6) voting members may call special meetings. Prior written notice will be required 48 hours before any special meeting. A. Annual Meetings: At the annual meeting, the Committee will elect from the seven appointed members, a Chairman, Vice Chairman, and a ecretary/lreasurer. B. Quorum: A quorum shall consist of at least four (4) ofthe voting members. No vacancy in membership in the Committee shall impair the right ofa quorum to exercise its rights to perform its duties. The vote oft the majority of those members present shall be sufficient to decide matters before the Committee provided there is a quorum. All meetings and procedures ofthe Committee shall be governed by generally accepted principles of parliamentary law according to Robert's Rules of Order. ARTICLE 4: OFFICERS: The officers of the Committee shall be a Chairman, a Vice-Chairman, and a Secretary/Treasurer. The Committee shall elect the officers for a term ofoffice expiring at the next annual meeting oft the Committee or until their successor is elected. The officers shall have the right of succession. A. Chairman: The Chairman shall be the chiefexecutive officer oft the Committee and shall preside at all meetings. The Chairman may appoint such committees as the Committee may require and be assigned. They shall perform all duties commonly incident to this position. B. Vice-Chairman: The Vice-Chairman shall perform the duties and have powers oft the Chairman during the absence or incapacity of the Chairman. They shall perform all the duties commonly incident to this position. C. Secretary/Treasurer: The Secretary/Treasurer shall be responsible for the minutes ofall the meetings, financial reporting, and records. ARTICLE5: BUDGET The Committee shall be granted a budget of $5000 per annum. ARTICLE 6: BY-LAW AMENDMENTS: Except as otherwise provided by law, these By-Laws may be amended, added to, altered or repealed in whole or inj part by the Hope Mills Board ofCommissioners 2 TAB 11
