Ayes: Smith, Goldman, Dwyer, Livsey, Dobkowski. 12/05/2023 Commission Meeting Page 1of5 UNSCHEDULED AUDIENCE: Russ Weston came forward as a representative of the VFW Post 8083 with a request to connect to the City sewer system and inquired ift there was an alternative to the current fees that would be assessed. He also inquired about the previous moratorium that was offered as it was overlooked by Public Works Director Titterington stated that the moratorium was in place for 10 years and expired the previous membership. 1.5 years ago and the fees are currently $60,000. Staff was directed to research possible options. OTHERCITYBUSINESSDEPAKIMENTUPDATES: a. City Clerk:Updates: Clerk Moody reminded the Commission oft the upcoming webinar regarding Form 6 disclosures. b. Development Services: Development Services Director Chancey provided an update on Bennah Oaks. C. Finance Department: Budget for Vac Truck Finance Director Strausbaugh stated the purchase of the Vac Truck was approved in last year's budget; however, it has just arrived and will be paid for from the 2024 fiscal year budget. Asa result, it will have to be re-budgeted as follows: $116,939 from transportation/sales tax $350,815.61 from water/sewer $200,000 from the USDA grant will be used to offset the expenses for the vac truck Motion made by Commissioner Goldman to approve adding the Vac Truck in the amount of $467,754.61 to the 2024F FY budget; Seconded by Commissioner Smith. Public Works: Southern Sun RYMIGUICDepe Agreement Public Works Director stated The Southern Sun RV MHC is a recreational vehicle and mobile home community on SE HWY 25A, which consists of 18 mobile homes, 45 RV spaces, aj park bathhouse, and park office/community center. The park is approximately 9.94 +/- acres. The property was annexed into the City in April oft this year. The park is connecting to City water and sewer. The developer agreement requires that the developer will: Perpetually maintain all water mains and service downstream of the water meter within the Development. 12/05/2023 Commission Meeting Page 2of5 Perpetually maintain all pumping stations, force mains, gravity sewer service lines and Maintain the public force main from the development, south along US HWY 441 for approximately 1,050 feet to a manhole connection which willl be installed by the Developer for a period of(I)year from the date of this agreement. The Developer will provide monthly flow readings from the onsite pump station during the warrantee period. Utility Plans and building permits have been submitted and approved. Construction has already begun. Motion made by Commissioner Smith to approve the Southern Sun RV MHC LLC Developer Motion was called byan roll call vote.. Agreement; Seconded by Commissioner Goldman. Public Works Bob Titterington stated the commission discussed at their recent workshop to develop aplan ofi needed sidewalks within the city. The planning contract with KH will identify existing sidewalks and proposed new sidewalks to provide pedestrian access to major areas within the city, ex. City Hall, Police Station, Schools, Parksetc. Thej plan will include sidewalk location, length, and estimated cost of construction. The Downtown Sidewalk Connectivity Plan is generally included in the Street Department Capital Budget and is funded with Sales Tax. Motion made by Commissioner Goldman to approve Project Order Number 24 in the amount of $16,860.00 to Kimley Horn for the engineringplanning ofas sidewalk connectivity plan for the Motion was called! by: aroll call vote. Public Works Bob Titterington stated the City Commission recently approved the Cherokee Park Master Plan for future improvements within the park: The first project is the design of sidewalk improvements, parking areas and restroom facilities. The Cherokee Park Improvement Plani is Motion made by Commissioner Goldman for discussion purposes to approve IPO 28 in the amount of$35,980 for Kimley Horn to provide Engineering and Architectural services for design and permitting Cherokee Park sidewalk improvements, parking area and restroom facility; Seconded by Upon discussion, Commissioner Goldman and Commissioner Smith stated that they would like to see the parking spots angled instead of parallel and that this park will need more parking spaces. Public Works: Piggyback Hillsborough County Agreement, Purchase Sunshade Public Works Director Titterington stated the City has received several requests for a Sunshade over the Lake Lillian playground. The equipment becomes hot during the summer days to the point that the children are unable to use it. The Sunshade will enhance the playground and encourage use The city attorney has reviewed the agreement and determined it meets the requirements of the Motion made by Commissioner Goldman to approve piggyback oft the Hillsborough County agreement for the purchase and installation ofa Sunshade for $70,650.00 to cover the Lake Lillian playground. The Sunshade isi included in the CRA budget for Lake Lillian Improvements; Lake Lillian Plan during the hot summer days. purchasing policies of the City of Belleview.
