rated Meeting Minutes Tuesday September 15, 2020 Virtual Meetings Town of Belleair Shore Regular Meeting of the Board of Commissioners and Auditor Selection Committee Meeting Regular Meeting of the Board of Commissioners PRESENT: Mayor Robert Schmidt, Vice Mayor Roseman, Commissioner Tolbert, Commissioner Niewiarowski, Commissioner Blume, Attorney Regina Kardash, Captain Leiner Roll Call: 6:00 pm Call to order by Mayor Schmidt = Counsel noted the Virtual Meeting Procedures Roll Call conducted by Town Clerk: Mayor Schmidt-here, Vice Mayor Roseman-here, Commissioner Niewiarowsk-here, Commissioner Blume-here, Commissioner Tolbert-here, Regina Kardash-here. Approval of Agenda: call vote was unanimous. No comments. Itwas moved by Commissioner Blume and seconded by Vice Mayor Roseman to approve the agenda. The roll Comments from the public on any agenda item: Approval of Town Meeting Minutes from July 21, 2020 and August 18, 2020. The roll call vote was unanimous, Commissioner Tolbert was frozen. Treasurer's Report, Approval of Expenditures and Budget Worksheet: It was moved by Commissioner Niewiarowski and seconded by Commissioner Blume to approve the minutes. Clerk/Treasurer, Barb Colucci went over balance sheet and P&L. August 2020 expenditures: Regions Bank Svc Chg $30.59, Clerk/Treasurer salary $896.50, Pinellas County Sheriff $2850.00, Waste Services $793.20, Verizon $70.15, Persson & Cohen $1840.00, Duke Energy $253.04. Itwas moved by Commissioner Blume and seconded by Commissioner Tolbert to approve both the treasurers report and expenditures. The roll call vote was unanimous. Sheriff's Report Captain Leiner reported no crime. 21 citations in parking. Beach patrols- 4 umbrellas, 3 bicycles and 1 dog. Mayor Schmidt mentioned sign ordinance for Code Enforcement to be watching with upcoming election. Code Enforcement Clerk noted that the new Town Code Enforcement officer will be starting October 1st, 2020. The new Code Enforcement Officer has all updated information. Commissioner Blume had a few questions regarding moving forward with our new Code Enforcement Officer. Counsel spoke to Commission regarding pending case with Special Magistrate. Noted that the Town can seek damages for legal costs or the Town can have Code Enforcement Clerk send an affidavit of compliance. Discussion on this was had and it was decided that in this instance, the Town decided that we will send the affidavit of compliance. Public Hearing 6:27pm No comments from the public. Resolution 2020-06 Tentative Millage Rate of .5823 read by Counsel. FY2020-2021 of.5823. The roll call vote was unanimous. Resolution 2020-07 Tentative Budget read by Counsel. Itwas moved by Commissioner Blume and seconded by Vice Mayor Roseman to accept the millage rate for No comments from the public. Itwas moved by Commissioner Tolbert and seconded by Commissioner Blume to accept the FY2020-2021 tentative budget and Resolution 2020-07. The roll call vote was unanimous. Public Hearing closed 6:30pm Penny IV Pinellas Interlocal agreement Counsel noted that this is the new agreement with the Penny IV monies. Final agreement for distribution of this agreement for capital improvements. Mayor noted that for the record, that these funds have never been actually been distributed to our Town. The Town share is moved for distribution through Belleair Beach. Vice Mayor Roseman questioned as to whether this money could possibly go to buoys for the Town. Discussion among Commission was had. Counsel noted that if the Town does not have a current active permit through the FWC, this process is very costly and proceeded to explain the process. It was moved by Commissioner Tolbert and seconded by Vice Mayor Roseman to approve this interlocal. The roll call vote was unanimous. Miscellaneous Commission agreed to allowing flags tol be put along the sidewalk for Veterans day, Memorial Day and 4th of. July by a kind citizen of Belleair Beach. It was moved by Commissioner Blume and seconded by Vice Mayor Roseman to approve the flags on these holidays. The roll call vote was unanimous. Virtual Auditor Selection Committee Meeting Call to Order by Mayor Schmidt at 6:47pm Meeting to allow the Town through the Auditor Selection Committee to put out an RFP on Auditor Services.
