Sweich, Lisa Foster Roll Call: 6:00 pm Call to order by Mayor Schmidt Approval of Agenda: voice vote was unanimous. No comments. Itv was moved by Commissioner Blume and seconded by Commissioner Tolbert to approve the agenda. The Comments from the public on any agenda item: Approval of Meeting Minutes September 15, 2020, September 28, 2020, October 20, 2020 Itv was moved by Vice Mayor Roseman and seconded by Commissioner Tolbert to approve the minutes. The voice vote was unanimous. Treasurer's Report, Approval of Expenditures and Budget Worksheet: Clerk/Treasurer, Barb Colucci went over balance sheet and P&L. October 2020 expenditures: Regions Bank Svc Chg $31.21, Clerk/Treasurer salary $896.50, Barbara Colucci $115.00 (Toner and Postage), FMIT Insurance Annual $7694.00, United Mini Clearwater Annual $756.00, Verizon $63.83, Trask Daigneault $38.00 (Special Magistrate 660 Gulf) Persson & Cohen $3260.00, Municode $226.10, Waste Services $793.20, Duke Energy $248.72, Tampa Bay Times $259.00 (budget). It was moved by Commissioner Tolbert and seconded by Commissioner Blume to approve both the treasurers report and expenditures. The voice vote was unanimous. Sheriff's Report Sgt Sweich reported no crime. Reported statistics and stated that he would like to see more citations written at accesses and will make that a priority to the Deputies. Clerk to send trespassing report that was questioned by Commissioner Tolbert. Commissioner Blume questioned if any of the citations were for ordinance violations. Sgt. Sweich will look into this and report to Commission. Election Qualification Reminder Counsel noted that the 2021 Election Qualification dates are Tuesday December 1, 2020 and ends Monday December 14, 2020. Available at Town Clerks address. Election Qualification Letter CJN&W Approval Qualification letter received after being approved at Auditor Selection Committee and presented to Commission. To be signed by Mayor Clearwater Marine Aquarium Turtle Signs Clearwater Marine Aquarium would like to place turtle signs at accesses and to mark each sea turtle nest in season. Packet was given to Commission. Counsel noted that these are all things that are covered under state statute andi the Town would not have to do anything special to allow these signs. Itwas moved my Commissioner Tolbert and seconded by Vice Mayor Roseman to allow the signs to be posted on the beach. The voice vote was unanimous. Counsel Comments - Lisa Foster Counsel introduced Lisa Foster spoke about our Flood Plain Ordinance and FEMA regulations. Recommended that by fall of next year the Town enact a Flood Plain Ordinance that either 1. Models the State Ordinance or 2. Models the County Ordinance. Both of which would be modified toi fit our Town with the help of Lisa Foster. Lisa Foster to work with Counsel Kardash to create this Ordinance. Miscellaneous Vice Mayor Roseman questioned whether the Commission would be still be looking to honor Ray Piscitelli years ofs service. Mayor noted YES.
