Meeting Minutes Tuesday March 16, 2021 Belleair Bluffs City Hall Town of Belleair Shore Regular Meeting of the Board of Commissioners Regular Meeting of the Board of Commissioners PRESENT: Mayor Schmidt, Vice Mayor Roseman, Commissioner Niewiarowski Commissioner Tolbert, Commissioner Blume, Attorney Regina Kardash, Corporal Bryant Duncan, Deputy Robert Ferguson Roll Call: 6:00 pm Call to order by Mayor Schmidt Approval of Agenda: voice vote was unanimous. No comments. Itv was moved by Commissioner Tolbert and seconded by Commissioner Blume to approve the agenda. The Comments from the public on any agenda item: Approval of Meeting Minutes February 16, 2021 Itwas moved by Vice Mayor Roseman and seconded by Commissioner Tolbert to approve the minutes. The voice vote was unanimous. Treasurer's Report, Approval of Expenditures and Budget Worksheet: Clerk/Treasurer, Barb Colucci went over balance sheet and P&L. February 2021 expenditures: Regions Bank Svc Chg $30.70, Clerk/Treasurer salary $896.50, Barbara Colucci $240.00 (Govnmt Cloud Svcs 365G annual), Persson & Cohen $2137.60, Waste Services $1077.75, Verizon $63.94, Pinellas County Sheriff $2924.00, Duke Energy $246.37, Pinellas County Sheriff Code Enforcement $59.85, Big C Annual Contribution $100.00. It was moved by Commissioner Blume and seconded by Commissioner Tolbert to approve both the treasurers report and expenditures. The voice vote was unanimous. Sheriff's Report Corporal Duncan reported no crime in Belleair Shore for February. Commissioner Blume expressed concern over several ordinance violations happening near his home, most notably the electric bikes on the beach. Clerk was given okay to create a letter to be given to the local E-Bike rental places stating that these bikes are not allowed on Belleair Shore beaches as noted in our Ordinances. Clerk to finish by next week. Clerk to also distribute a complaint form to the Commissioners to use toi funnel complaints to the Code Enforcement officer. Pinellas County Permitting Services Interlocal Counsel noted that this interlocal is good for our Town and that the charges that will be incurred will be charged to the resident for services by the County. She would also like to include our Flood Plain management on this interlocal agreement and will have that done within the next few months. Counsel Comments 1:30pm via Zoom. Miscellaneous Counsel noted that the continuation of the JManzo VS Town of Belleair Shore hearing will be April 8, 2021 at Clerk presented sign design of new parking hours that will conform to our interlocal and ordinances. All Commission was in agreement for sign changes. Clerk will pick up the sign next week and install.
