PHI First Reading Ordinance 2024-01 Small Scale Comprehensive Plan Amendment with Rezoning (PID 38510-000-02) Mayor Dobkowski read Ordinance 2024-01, Small Scale Comprehensive Plan Amendment with Rezoning on First Reading, Title Only. Development Services Director Chancey stated the subject property is owned by CGCR Holdings LLC. This application was submitted by Forward Planning and Design, who is acting as the property owner's agent in this matter. This application amends the Future Land Use Map and Zoning Map to include the properties and assigns future land use and zoning designations (Chart 1). The property owner is requesting rezoning from Agriculture (AG)to Wholesale Business (B-5) and land use change from Agriculture to Commercial. The zoning and land use change will allow the property owner to develop the site for a commercial business. Attending and accepting the proclamation was Finance Director Marge Strausbaugh and Deputy Finance Director Donna Morse. PRESENTATION: a. Development Services: Parcel Split - PID 37208-000-00 Development Services Director Chancey stated the property is located at 10340 S US HWY 441 and iso owned by Debra and Arlen Wood. The parcel split would result in two parcels. Track 1, 1.07+/- acres, is to be sold fori redevelopment. Track 2, 0.77+/- acres, is currently undeveloped and will remain under the Wood's ownership. Administrator: Construction Loan Agreement WW420762 Administrator McKamey stated the City applied to FDEP for a construction loan of $30M for the Wastewater Treatment Plant. The project was approved in August 2023 and the City has received the initial agreement in the amount of $20M, with a $I0M loan forgiveness. The interest rate on the loan portion is 0.43%. The remaining $10M oft the project willl be an amendment to this agreement and processed in July 2024. Additionally, the City had also applied for a Legislative Grant to help offset the loan portion of this project. $2M was approved in the Florida Legislative Budget, pending the Governor's signature. The City will be applying foradditional state funding in the next funding cycle. Attorney Landt has reviewed the document, and his memo oft the review is attached.
