Hart, Deputy Roll Call: 6:08 pm Call to order by Mayor Schmidt Ordinance Flood Ordinance 2021-01: First meeting as Local Planning Agency. Due to the size of our jurisdiction, the Commissioner sits both as the Local Planning Agency and the Town Commission. Open Public Hearing: 6:10pm No Comments from the Public. Close Public Hearing: 6:10pm Motion to adopt Ordinance 2021-01 moved by Vice Mayor Roseman and seconded by Commissioner Tolbert to approve the adoption. The voice vote was unanimous. Itv was moved by Vice Mayor Roseman and seconded by Commissioner Tolbert to approve the minutes. The voice vote was unanimous. Sheriff's Report June 2021 statics reported by Sgt Hart. One petty theft. No arrests. 74 events. 32 parking citations, no traffic. Commissioner Blume questioned police presence on the beach weekend of July 17 and 18, 2021. Sgt noted that he is the evening shift and will check into it. Treasurer's Report and Approval of Expenditures Clerk/Treasurer, Barb Colucci went over balance sheet and P&L from June 2021. June 2021 expenditures: Regions Bank Svc Chg $29.53, Clerk/Treasurer salary $896.50, Go Daddy Annual $94.99, Persson & Cohen $1460.00, Waste Services $1077.75, Duke Energy $246.52, PCSO$ $2924.00, PCSO Code Enforcement $59.85, Verizon $61.85, CJN&W CPA's $2,500.00, Fast Signs $137.26. It was moved by Commissioner Tolbert and seconded by Commissioner Blume to approve both the treasurers report and expenditures. The voice vote was unanimous. Flood Ordinance 2021-01 First Reading AN ORDINANCE BY THE TOWN OF BELLEAIR SHORE TOWN COMMISSION AMENDING THE BELLEAIR SHORE CODE OF ORDINANCES TOI REPEAL CHAPTER 38 FLOODS, ARTICLEIIFLOOD HAZARD REDUCTION; TO ADOPT A NEW CHAPTER 38 FLOODS, ARTICLE II FLOOD HAZARD REDUCTION; TO ADOPT FLOOD HAZARD MAPS, TO DESIGNATE A FLOODPLAIN ADMINISTRATOR, TO ADOPT PROCEDURES AND CRITERIA FOR DEVELOPMENT IN FLOOD HAZARD AREAS, AND FOR OTHER PURPOSES; PROVIDING FOR APPLICABILITY; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; FINDING CONSISTENCY WITH THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE. a. The voice vote was unanimous. Florida League of Mayors Mayor discussed this bill and it was decided that Mayor Schmidt would not bei involved in this League. Treasurer was advised not to pay the $350.00 annual invoice. Miscellaneous Commissioner Blume noted to Sgt. Hart that sometimes the access gates were not being closed at sunset. BUDGET WORKSHOP Call to Order 6:28PM Clerk presented budget to discuss Town budget and millage decisions. Noting possible rolled back rate, majority vote and 2/3 vote rate options. Budget numbers, accounting numbers and attorney fee numbers were discussed. Special Magistrate in attorney fees were explained. Code Enforcement and Sheriff's office were discussed. Commission decided that % of the shortfall for rolled back rate would be split between attorney fees and Code enforcement fees.
