Meeting Minutes Tuesday February 15, 2022 Belleair Bluffs City Hall 6:00pm Town of Belleair Shore Regular Meeting of the Board of Commissioners PRESENT: Mayor Schmidt, Vice Mayor Roseman, Commissioner Niewiarowski, Commissioner Blume, Commissioner Tolbert, Attorney Regina Kardash, Sgt. McKnight, Deputy King 6:00 pm Call to order by Mayor Schmidt Consideration to Approve Agenda: the agenda. The voice vote was unanimous. Comments from the public on any agenda item: There were no comments from the public on the agenda. Approval of Minutes December 21, 2021 Itv was moved by Vice Mayor Roseman and seconded by Commissioner Niewiarowski to approve Itv was moved by Commissioner Tolbert and seconded by Commissioner Niewiarowski to approve the Minutes from the December 21, 2021 meeting. The voice vote was unanimous. Sheriff's Report Sgt. McKnight reported statistics for December 2021 and January 2022. It was moved by Commissioner Niewiarowski and seconded by Vice Mayor Roseman to accept the report. The voice vote was unanimous. Mayor questioned an incident on Gulf Blvd. Sgt. McKnight was not certain of which incident was being brought up. Treasurers Report Clerk/Treasurer, Barb Colucci went over balance sheet and P&L. December 2021 expenditures: Regions Bank Svc Chg $31.90, Clerk/Treasurer Salary $896.50, Waste Svcs $1077.75, Duke Energy $248.70, Chas. W. Thomas $8.96, PCSO Law Enforcement $2892.00, PCSO Code Enforcement $49.80 Verizon $50.46 Persson & Cohen $1880.00. January 2022 expenditures: Regions Bank Svc Chg $31.52, Clerk/Treasurer Salary $896.50, Persson & Cohen $2000.00, Waste Svcs $1104.71, PCSO Law Enforcement $2892.00 PCSO Code Enforcement $49.80, MuniCode $1490.34, Duke Energy $200.17, US Treasury 941 $540.00, Verizon $50.42. It was moved by Vice Mayor Roseman and seconded by Commissioner Tolbert to approve both the treasurers report and expenditures. The voice vote was unanimous. 1 Code Enforcement Spreadsheet from Deputy Doherty presented to Commission by clerk. Counsel Report Resolution 2022-01 Certifying Election Qualification read by Counsel Kardash 6:09pm Public Hearing opened were no comments from the public. 6:09pm Public Hearing closed Itwas moved by Vice Mayor Roseman and seconded by Commissioner Niewiarowski to adopt Resolution 2022-01 Certifying Election Qualification. The voice vote was unanimous. There Pinellas County Building Services/Flood Plain Management - Counsel noted that Pinellas County Building Services, after assuring the Town that the services that the Town had been receiving will not be interrupted. It turns out that is not the case. The County will now not be providing the services as previously done. We have 2 options: contracting with a private entity (RFP) or the Town can amend the Code of Ordinances to provide that the contractors that the residents are using would have to hire their own inspectors and qualify to pass to Pinellas County Building Services. Counsel concern is, that the feeling that she is getting is that the County does not want tot take this on for any municipalities. Counsel is looking for the Commission to decide if they would like her to create an RFP for the services to be done by the Town or if the Commission would like her to amend our Code of Ordinances. Flood Plain Management will have to be looked into further by Counsel on the Ordinance portion, since the Town does not participate in the CRS System. Mayor noted that his personal opinion is to amend the Ordinance. Commissioner Tolbert questioned what happens int the interim. Counsel explained that she will have tol look into whether or not this needs 2 or 3 readings as this might be part of our Land Development Code. Vice MOU Forward Pinellas EAR 2022 = Counsel requests that Commission approves the MOU for our Comprehensive plan. It was moved by Commissioner Tolbert and seconded by Vice Mayor Mayor Roseman agrees with the Mayor. Roseman to approve this MOU. The voice vote was unanimous. Resignation Deborah Roseman Vice Mayor Deborah Roseman resigned from the Commission due to relocation. Mayor praised Vice Mayor Roseman for all oft the work that she has done for our Town. Appointment Douglas Seith to Commission Itwas moved by Commissioner Niewiarowski and seconded by Commissioner Tolbert to accept the appointment to Commission to replace Deborah Roseman in her unexpired term. The voice vote was unanimous. Oath of Office was administered by Clerk/Barbara Colucci. The position of Vicel Mayor will have to! be appointed. Steve Blume was nominated by Commission. Itwas moved by Commissioner Tolbert and seconded by Commissioner Seith to appoint Steve Blume as Vice Mayor. The voice vote was unanimous. 2 Miscellaneous Commissioner Niewiarowski noted that on January 24, 2022 12:44am there was an incident of an unknown person trying to break into her home. This person tried all of the doors of her home. The Sheriff's Office was called, 911. Noted also, that a neighbor had a similar occurrence that involved vandalism at their home. Clerk noted that the Commission voting to have the gates closed after dark was a good idea. Commissioners noted several other similar situations. Counsel questioned clerk on Pinellas County Building Svcs had deemed the home that was hit by the car was structurally sound. Clerk noted that we do not know, but police information was enclosed in the agenda packet. Discussion was had by the Commission. Deborah Roseman asked ift the Christmas Bonus for Barb Colucci was ever resolved. Counsel noted that the Town can draft a policy for that.
