Meeting Minutes Wednesday May 16, 2023 Belleair Bluffs City Hall 6:00pm Town of Belleair Shore Regular Meeting of the Board of Commissioners PRESENT: Mayor Schmidt, Vice Mayor Blume, Commissioner Tolbert, Commissioner Storie, Commissioner Niewiarowski, Attorney Regina Kardash, Sgt. Sweich, Deputy Doherty, PSFRD Todd Best Call to order by Mayor Schmidt 6:00pm Consideration to Approve Agenda agenda. The voice vote was unanimous. Comments from the public on any agenda item: There were no comments from the public on the agenda. Approval of Minutes April 18, 2023 Itv was moved by Commissioner Tolbert and seconded by Vice Mayor Blume to approve the Itwas moved by Vice Mayor Blume and seconded by Commissioner Tolbert to approve the minutes from the April 18, 2023, meeting. The voice vote was unanimous. Sheriff's Report Dep. Doherty. Code Enforcement The April 2023 Sheriff's report was presented to Commission by Sgt. Sweich. No Crime. Deputy activity 211 events. Twenty parking citations were issued, with a total of 36 including warnings. Vice Mayor Blume asked if Sgt. had any information on ordinance violations, Sgt. referred this to The Code Enforcement report was presented to the Commission by Deputy Daniel Doherty. May 5 information was added to the spreadsheet of 2 warnings given for bicycle violations. Total of 10 warnings (5 bicycle, 3 dog on the beach, 1 tent shade structure, 1 alcohol. 5 deputies participated in the secondary employment detail including Dep. Doherty. Commissioner Niewiarowski asked the question, whether or not the deputies take into consideration the place ont the beach of the violations ont the beach. She was informed by a deputy that anything on their personal property is considered a trespassing violation and must be reported by the homeowner. Dep. Doherty noted that this was explained at the last meeting. Discussion was had. Public question was made by Yoli Redero Belleair Beach was asked to Dep. Doherty of whether or not the people on the beach were below or above the seaweed line. Dep. Doherty answered that this happened both above and below the seaweed line and explained. Redero asked if deputies ask the beachgoers if they are Belleair Beach residents. Deputy Doherty answered no. Discussion was had. It was moved by Vice Mayor Blume and seconded by Commissioner Niewiarowski to approve the Sheriff's report and the Code Enforcement report. Treasurers Report The Clerk/Treasurer presented the Town attorney fees breakdown as requested by the Commission. Also, the Treasurer supplied the budget worksheet and calendar in preparation for 1 the July meeting. Expenditures: Regions Bank Svc Charge $31.30, Regions Bank withdrawal to money market account $200,000, Barbara Colucci $896.50, Duke Energy, Waste Connections $1105.63, Verizon $50.33, PCSO Code Enforcement $194.25, PCSO Law Enforcement $2692.00, PCSO Secondary employment $594.00, CivicPlus $297.23 (municode), Duke Energy $211.81, SafeBuilt $125.00, Persson Cohen $1500.00. Vice Mayor Blume questioned if the code enforcement was just Dep. Doherty. Yes. The mayor questioned the Safebuilt $125 charge and questioned if the Ity was moved by Commissioner Tolbert and seconded by Commissioner Storie to approve March Consideration to Support the Big C Election of Redington Beach Mayor, David Will, as the Forward Pinellas Beach Communities' Representative for a two-year term. Mayor Schmidt recommended approval of this after working with Mayor Will on the Big C. It was moved by Vice Mayor Blume and seconded by Commissioner Tolbert to approve this reminder that a decision on this must be made by the end of the year. homeowner had paid the fee.
