Members Present: Marjorie Boyd, Chairman Karen Smith Orita Issartel Absent: Robert Reagan Town Staff Present: Graham Wells, Town Clerk Tim Green, Town Planner Roll Call was performed, and it was determined that a quorum was present. Chairman Boyd welcomed the twenty-two residents present. MINUTE. APPROVAL Approval of minutes for June 27, 2019 Regular Meeting MOTION by Member Smith to approve; SECONDED by Member Issartel For: Boyd, Issartel, Smith Against: None Absent for Vote: Reagan MOTION CARRIED 3-0 NEW BUSINESS REVIEW AND RECOMMENDED APPROVAL OF APPLICATION FOR ANNEXATION AND REZONING OF A PROPERTY WHICH IS +/- 37 ACRES AND IS LOCATED SOUTH OF TENNESSEE AVENUE AND EAST OFC CR 561.THE REZONING ISTO CHANGE ZONING ON THE PROPERTY FROM LAKE COUNTY AGRICUITURETOTOWN OF ASTATULAR-1. THE COMPREHENSIVE PLAN AMENDMENT REQUESTI ISTO CHANGE FUTURELANDUSE ON THE PROPERTY FROM LAKE COUNTY RURAL TO TOWN OF ASTATULA SINGE Town Planner, Tim Green gave a detailed overview ofwhat was before the Board. There were multiple parcels annexed into the Town in 2005 by the same owner but one of the parcel descriptions was missed. This only came to light recently and this process is to put that right. There is a conditional use permit for the parcel to operate a tree farm and there is no proposed change to this use. It has always been zoned Residential R-1 low density and will FAMILYLOW DENSITY. remain R-1. Town ofA Astatula Planning & Zoning Meeting Minutes July25,2019 Pagelof2 There are two ordinances which need to be approved; Ord. 2019-11 for the annexation and rezoning and Ord. 2019-12 for a comprehensive plan amendment. This will go to nine separate agencies and if approved would come back to the Town Council to finally be Chairman Boyd opened up the floor for public comment but made the residents aware that the forum to give their opinions on this matter was at the Council meeting. The comments can be reviewed on the digital recording. Following much discussion, the Chairman closed MOTION by Member Issartel to recommend that Council approve Ordinance 2019-11 adopted. public comment: and requested two motions to approve the ordinances. granting the annexation; SECONDED by Member Smith For: Boyd, Issartel, Smith Against: None Absent: Reagan MOTION CARRIED 3-0 MOTION by Member Issartel to recommend that Council approve Ordinance 2019-12 Comprehensive Plan Amendment; SECONDED by Member Smith For: Boyd, Issartel, Smith Against: None Absent: Reagan MOTION CARRIED 3-0 ADJOURNMENT There being no further business, Chairman Boyd thanked everyone for coming and the meeting was adjourned at 6:55 pm.
