DFAST TOWN OF ASTATULA MAYOR AND TOWN COUNCIL MINUTES FINAL BUDGET HEARING THURSDAY SEPTEMBER 26, 2019 CUNTY,FU SINCE, 1872 TOWN HALL Having been duly advertised as required by law, Mayor Robert Natale called the Preliminary Budget Hearing to order at 7:00pm. Vice-Mayor Mack gave the invocation and Mayor Natale led the Pledge of Allegiance. Members Present: Robert Natale, Mayor Mitchell Mack, Vice-Mayor Stephen Cross Gayle Sikkema Kimberly Kobera Also Present: Graham Wells, Town Clerk Walter Hoagland, Police Chief Roll Call was performed, and it was determined that a quorum was present. This public hearing is for the purpose of announcing the percentage by which the millage rate differs from the rolled-back rate; and for Council to adopt the final millage rate by Resolution. Council will also adopt the final budget for Fiscal Year 2019-20 by fund RESOLUTION 2019-21 - DETERMINING THE AMOUNT AND FIXING THE RATE OF A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF ASTATULA, FLORIDA, DETERMINING THE AMOUNT AND FIXING THE RATE OF AD VALOREM TAXATION; LEVYING THE ANNUAL PROPERTY TAXES FOR FISCAL YEAR 2019-2020 FOR THE TOWN OF ASTATULA, FLORIDA; PROVIDING FOR AN Mayor Natale read the resolution title and announced the following information as required department. AD VALOREM TAXATION EFFECTIVE DATE. by Florida Statutes: The Taxing Authority is the Town of Astatula The Rolled-Back Rate is 7.1631 mills The Percentage over the Rolled-Back Rate is 4.70 The Millage Rate to Be Levied is 7.5000 mills At this point the Mayor opened the meeting up for public comment on this issue only; Mr. Vic Stone - 24737 Madison Street addressed Council; his comments and the Council's responses can be made available on request. Councilman Cross said that a pie chart had been requested to show the expenditure percentages oft the General Fund which showed the true costofthe Police Department. This was updated in the Councils budget books. Mr. Cross was concerned about the fiscal controls over the expenditures in the PD that council have. Discussion ensued about the state ofthe finances and Mr. Stones comments. There being no further questions or comment, the Mayor called for a motion to approve MOTION by Councilman Cross to approval Resolution 2019-21; SECONDED by Resolution 2019-21. Councilwoman Sikkema Aroll call vote was requested Councilman Cross- Councilman Mack- Councilwoman Kobera- YES Councilwoman Sikkema YES Mayor Natale- MOTION CARRIED 5-0 YES YES YES RESOLUTION 2019-22 - ADOPTING A TENTATIVE BUDGET, FOR THE FISCAL YEAR A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF ASTATULA, FLORIDA, ADOPTINGAFINALBUDGET FORTHETOWNOFASTATULA,FLORIDA,FORTHEFISCAL YEAR BEGINNING OCTOBER 1, 2019, AND ENDING SEPTEMBER 30, 2020, AND Mayor Natale read the resolution title and announced the following information as required The Final Budget for the Town of Astatula for Fiscal Year 2019-20 to be adopted by Fund BEGINNING OCTOBFR1.2019.AND ENDING SEPTEMBER 30.2020 ESTABLISHING, AN EFFECTIVE DATE. by Florida Statutes: Department is as follows: General Fund - In the amount of $1,154,807.00 Transportation Fund - In the amount of $132,722.00 Infrastructure Fund - In the amount of$405,650.00 TOTAL. ALL FUNDS-S1.69179.00 At this point the Mayor opened up the meeting for public comment; there was no comment Itv was then opened up for Council discussion. Mr. Cross stated that there are items in the budget that he does not agree with which is why he will not be voting to approve it. The Mayor reported to council that hel had purchased a new propertyi in' Tavaresand was moving in the first week in October.
