WEST HOMESTEAD BOROUGH Council Meeting November 9, 2021 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. REPORTS: Engineer: Mark Brashear Working on sewer mandates for consent order. Wrapped up with project on New gth Avenue. Preparing list for streets for the year 2022. Engineer: Bill Roth Discussion on the sewer system with Bill Etherington. Information given as to what needs done, best interest for the Borough. Solicitor: Michael Lederman Mayor: John Dindak Approve a Resolution this evening. Nor report Borough Manager: Bill Etherington The salt shed is complete, estimated at $40K. Thank you to Frank Guzzi who helped, actual cost was $20K. Donna andItrained on Laser Fish and the Website. Working on budgets, department meetings start next week. Steel Rivers Council of Governments: Ashley Cain Talked about blighted properties. Holiday party in December. SteelValley Enterprise Zone: Barb Ferson First Friday, tremendous success. Trail guide: need to get businesses in. We need to engage businesses, abundance of funding available. Main Street TIF: Ray Fonos Meeting is as needed. COMMITTEE REPORTS Community Affairs; Barb Ferson, Chair Hosted Halloween event. Thanks to Donna, Robin, Fire Department, Police, and Riley Furrick crowned as Homecoming Queen, Congratulations. Lite-Up night will be on December 3rd. Meeting on November 16th at 5:30 pm. judges. Personnel: Dave Harhai, Chair Congratulations to Riley. Welcome back Mayor. Rodney Steele has voluntarily terminated his employment as of November 1, 2021, and he is now on disability retirement. Property, Rose Scolieri, Co-Chair After 15 months, the property at 9th and Hays will close this month. AI Resolution will be presented this evening. Motion: Mr. Harhai Second: Mr. Fonos All voted in favor of motion. 4. Approve Resolution 21-028, authorizing the sale of three parcels of land owned by Public Comment on Non-Agenda Items 1. Bill McLaughlin, 3536 Fieldstone Drive: AI rope needs to be replaced on the flagpole, but we need a bucket truck to repair it. Bill will replace the rope. Bill followed a pickup truck from West Run Road into West Homestead, and it blew through several stop signs and turned onto Vivjon Drive. Bill followed it and encountered two older men in the vehicle who became belligerent with him. Something needs done. 2. JoAnn Arlett, Doyle Avenue: The stop signs before Doyle Avenue, no one stops! On Monday, November 15th at 4 pm there will be a Public Safety meeting and Rose will be discussing several issues. Ray Fonos read a letter from a former resident, Tina Prepelka, complaining about how she was selling her house and the inspection did not pass due to garbage that was put out on Tuesday prior to garbage collection on Thursday. She asked for reimbursement of the inspection fee that she was charged. There was a discussion among Council. Decision made not to reimburse her.
