WEST HOMESTEAD BOROUGH Council Meeting September 14, 2021 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. Joe Baran read two emails thanking Officer Brad Baran on his assistance to a medical issue at the Waterfront. REPORTS: Engineer: Mark Brashear Wrapping up New gth Avenue project. Working on several items dealing with the sewer system. Engineer: Bill Roth No report. Solicitor: Stanley Lederman There are two (2) Resolutions for tonight: one for PennDOT utility relocation and one for decrease of members of the Steel Valley Authority. Mayor Dindak is recuperating and having rehabilitation for a medical problem. The Law of Borough Council is to have Joe Baran as acting Mayor. He will not be able to vote unless a tie would occur. Thanks to the Fire department We are working on the Salt Shed; structure walls are being done now. There will be two (2) new police vehicles; trading in four (4). for hoisting the units up to the roof. We have access to Laser Fish documents. On Code Enforcement; year to date. 23 Permits issued 133 inspections completed 66 Notice of Violations sent 15 Citations written Police Chief, Christopher Deasy Absent Volunteer Fire Department: Fire Chief John Dindak YTD thru August: 283 calls. There were four (4) fires last month, not in our area. Plenty of accidents. No issues with flooding in our area. The Fire Department cleaned sewers out and the County was out on Forest Avenue. There was one flooding issue in New Homestead. Community Day and Open House went well. We are chasing grants. We have a good group of Police Officers; young, in shape and a good image. Steel Rivers Council of Governments: Ashley Cain Back from Summer Recess. Discussed housekeeping item. Steel Valley Enterprise Zone: Ray Fonos Did not attend. Main Street TIF: Ray Fonos Meeting is as needed. COMMITTEE REPORTS Community Affairs; Barb Ferson, Chair Shout out to The Fire Department and Public Works for Community Days. Halloween hours will be 6:00 pm-7:30 pm on October 31st. Costume contest will be at Calhoun Park at 5:30 pm. Personnel: Dave Harhai, Chair Property, Rose Scolieri Progress with the contract negotiations. The Attorney is still working on documents to close on Borough owned property, gth, and Hays. Public Safety: Rose Scolieri, Chair Total number of calls/complaints for the month of August is 123: 4 felonies, 3 misdemeanors, 2 summary offenses, 9 arrests. 115 from West Homestead, 8 mutual aids 13 prisoners held from Homestead. Public Comment on Non-Agenda Items 1. Margaret Brown: 634 Doyle Avenue; Was given a violation notice and cannot buy new garbage cans immediately. Neighbor is leaving her cans out also and is dumping trash on to her property. Dave will talk to Ms. Brown. 2. Margaret Proviano: On West gth Avenue bushes and poison ivy are out of hand on the vacant property. The alley is also very bad. The Borough will look into. 3. Rick Brennan: Munhall Mayor; Flooding issues and water runoff. Federal money isa available. We need to work together as three Boroughs. Chances are much better than alone. He also mentioned we run our meetings very well. 4. Bill Roth: He has a lot of information and history on West Run and will talk to 5. Borough Manager said a meeting was held with the residents on Forest Avenue about the creek and the Sylvan Avenue run off. It was a collaborative effort. Mayor Brennan. 6.
