WEST HOMESTEAD BOROUGH Council Meeting July 13, 2021 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. REPORTS: Engineer: Mark Brashear They are finishing Conway paving. The New 8th Avenue project should be starting soon. Working with PennDOT on 837 reconstruction project. New metal casting will need to be put on all the manholes. Working to prepare necessary agreements. Engineer: Bill Roth By the end of September, we should be getting bids and the project should begin in the Spring of 2022. Solicitor: Stanley Lederman There are two items tonight, one Resolution and one proposed Ordinance. Resolution 21-023 is to enter into an agreement with the Pennsylvania Proposed Ordinance 717, adopting new. ALCOSAN rules and regulations. Department of Transportation ADA requirements. Mayor: John Dindak No report Borough Manager: Bill Etherington Scan Tec will be doing a pick-up on Thursday. First meeting was on June 28th to discuss Blight in the Borough. On. July 26th we will meet with Tri Cog Land Bank at 4pm. We will be replacing the Recycle Committee with a new Sewer Committee on July 26th at 5pm. Community Affairs; Barb Ferson, Chair An meeting will be on July 19th at 5pm. Public Works will supply two guys. We have ten (10) volunteers. Movie night has been cancelled. Community Day is August 14th and there will be food, music, and games. Personnel: Dave Harhai Property, Rose Scolieri Ongoing negotiations with the Police contract. The Attorney is still working on documents to close on Borough owned property, gth, and Hays. Public Safety: Rose Scolieri, Chair (Manager read report) Total number of calls/complaints for the month of June: 140, 110 from West YTD: 1157 calls, 953 West Homestead, 194 mutual aid, 96 reportable offenses Homestead and 30 mutual aids. Zone 1: 21%, Zone 2: 58%, Zone 3: 23%. 10 traffic citations were issued, YTD 42. 20 prisoners were held from Homestead, YTD Public Works: Frank Guzzi, Chair (Manager read report) Standard monthly duties. Trash, recycle, borough maintenance, and Trash collection: 79.2 tons for the month of May 2021. (8 trucks) Recycling: 7.5 tons for the month of May 2021.
