WEST HOMESTEAD BOROUGH Council Meeting June 8, 2021 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Mrs. Ferson, Mr. Fonos Absent: Mr. Guzzi, Mrs. Scolieri Mr. Harhai arrived at 6:20 pm. Also, in attendance were Solicitor Stanley Lederman, Borough Manager Bill Etherington, Borough Engineers Mark Brashear and Bill Roth, Borough Secretary Donna McMichael, and Junior Council Person Riley Furrick Public Comment on Agenda Items Andrea Harhai had asked about two agenda motions #12 and #13. Stanley explained. REPORTS: Engineer: Mark Brashear Paving is almost complete. They are finishing Conway. The New 8th Avenue contract is in place. Engineer: Bill Roth No report. Solicitor: Stanley Lederman There are two Ordinances to be approved and five Resolutions tonight. Borough Manager: Bill Etherington We have approved Scantec to come and take care of our documents. They will store Ordinances, Resolutions, and minutes for us. This will ease up space. Volunteer Fire Department: Chief Dindak YTD: 153 calls Last month 34 calls, 3 structure fires and multiple accidents. There was a meeting among the Fire Chiefs about false alarms. InJ June there will be a written test for the firefighters. We are redoing floors, lockers, heating, and air conditioning. Veteran banners are up. On August 14th we will have an open house at noon until 2. There will be a ceremony to honor Paul Cain. Steel Rivers Council of Governments: Ashley Cain Housecleaning items discussed: Redo leasing, Land Banks, Funding letters. Act 152 demolitions response late June or early July. Summer break until September. Did not attend meeting. No meeting last month. Steel Valley Enterprise Zone: Ray Fonos Main Street TIF: Ray Fonos COMMITTEE REPORTS Community Affairs; Barb Ferson, Chair Community Day will be August 14th. Planning is moving forward. We will need 10-20 volunteers to help. Allow Chief to buy a grill for the park. Public Works will supply two guys. July 2nd there will be a Christmas movie. Personnel: Dave Harhai For the next several months we will be discussing the Police contract. Public Safety: Rose Scolieri, Chair (Manager read report) Total number of calls/complaints for the month of May: 126. Ofwhich 117 from West Homestead and 9 mutual aids. YTD: 1017 calls. Zone 1: 21%, Zone 2: 57%, Zone 3: 22%. 17 traffic citations were issued, YTD: 32. 12 prisoners were held from Homestead, YTD 73. Public Works: Frank Guzzi, Chair (Manager read report) Standard monthly duties. Trash, recycle, borough maintenance, and Trash collection: 71 tons for the month of April 2021. Getting estimates for the Public Works roof and salt shed. landscaping. Recycling; Ashley Cain, Chair Timeline has been completed. Collection %: Zone 1 65%, Zone 2 67%. Discussions were held. Dave Harhai stated we would stay with Culgan Towing, very professional, feels there is no reason to change. Ray Fonos noted that this ist the "preferred tower", individual person has right to call any tower. June 7th. Monday, 87 kids and 70 kids on Tuesday.
