WEST HOMESTEAD BOROUGH Council Meeting January 12, 2021 Minutes  Call to Order  President Baran called the meeting to order at 6:15 pm via Zoom. Engineer: Mark Brashear Engineer: Bill Roth  REPORTS  Conway Street is out to bid and will open the bids at February Council meeting  Rehab sanitary sewer lines under New 8th and W 7th Avenue Lining storm sewer under West Homestead Fire Department Up at Calhoun Field, doing corrugated metal pipe along 1st base Insight Pipe doing heavy cleaning, buried inlets Skype meeting with PennDOT later this month about 837 reconstruction Adding storm sewer improvements and replace castings along 837 prior to  reconstruction  Solicitor: Stanley Lederman  January is a very light month with legal of liquor license, which. is. on agenda  Public hearing was held via Zoom at 5:30 (as required) to consider the transfer  Mayor John Dindak  No report at this time  Borough Manager: Bill Etherington  Administration will create a certified list for the Borough  3Rivers Supply may be used for temporary storage of files and recycling bins Early stages with Pennsylvania American Water on purchase of sewers Report was as given: 233 complaints. 19 reportable offenses, 5 arrests and  Police Department: Chief Deasy  19 prisoners held    Volunteer Fire Department: Chief Dindak  Nor report (could not hear)  Steel Rivers Council of Governments: Ashley Cain Steel Valley Enterprise Zone: Ray Fonos  Met virtually in January; housekeeping, reappointments  Did not meet in December Did not meet in December  Main Street TIF: Ray Fonos  Emergency Management Coordinator: Dan Churma  End of 5 years for hazard mitigation plan; adopt next month  COMMITTEE REPORTS  Community Affairs; Barb Ferson, Chair  On pause due to COVID  Clean up day in the Northern district to be planned  Property; Rose Scolieri, Chair  Jesse Wig has been in touch with his attorney and working on a quiet title  Will keep all updated and hope for answer in May or June 5a arrests were made at the Waterfront and Zone 1  Public Safety; Rose Scolieri, Chair  Bill is working with zones to determine by month and year to date Very busy month plus standard monthly activities for December Had extended snowfall, great job! Approve the various appointments as follows:  Motion: Mr. Fonos  Second: Ms. Cain  *Kathy McLaughlin to the Planning Commission to fill the unexpired term ending *Barb Ferson to the Steel Valley Enterprise Zone for a two-year term ending *Joel Feldman as a business representative to the Steel Valley Enterprise Zone for *Kathy McLaughlin to the Shade Tree Commission to fill the unexpired term ending *David Harhai to the Steel Valley Architectural Review Board for a three-year term *Joel Feldman as a member of the Main Street TIF Committee for a two-year term *William McLaughlin to the Zoning Hearing Board for a three-year term ending  December 31, 2021 December 31, 2022  at two-year term ending December 31, 2022  December 31, 2021  ending December 31, 2023 ending December 31, 2022 December 31, 2023  All voted in favor of the motion.    Public Comment on Non-Agenda Items  Michael Zagnacky: How many tons of garbage went to the dump? Manager: The office will get this information to him.  Ashley Cain: Will the water company do the curb to curb where the break was on  Seventh Avenue?  Bill Roth: The Engineers will look at it.
