WEST HOMESTEAD BOROUGH Council Meeting November 7, 2022 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Stood for a moment of silence for Dianne Drish, (Mayors Daughter). REPORTS: Solicitor Stanley Lederman Tonight, we will be approving two (2) Resolutions. We will present our case to the Judge. Regarding 612 Doyle Avenue, Michael Lederman completed the conjunction and will file it Tuesday or Wednesday. There will be a hearing in approximately ten (10) days. Mayor John Dindak No report Halloween event was successful. Thanks to our Fire Department and Police who were out on the streets. Baldwin EMS was also out. Police Chief Charles Rozzo Body cameras are in and online, training is done and will go in effect next week. The mobile radios were picked up today and will be in effect this week. The line painting on 837 should be done by the end of the year or early Spring. Vehicles are outfitted and up to code. Parking issues are working, citations are being issued. The Firetruck will bring Santa over for our Christmas event. Christmas parade will start at noon and will line up on Forest Avenue. Fire Chief John Dindak absent: Dave Harhai spoke Baldwin EMS Chief Todd Plunkett Completed ride along with the police and on December 1st we will be good to go. We had a Meet 'n' Greet prior to this meeting; explained the billing system, QRC code. Subscriptions went out. Please call if there are any questions. We work with the County 911 Call Center. Street Commissioner Glenn Guckes We are short-handed but a new hire will start November 21st. Three (3) days a week we do trash and recycling. We will be working on the Christmas decorations and getting ready for winter. We need four (4) people to hang the snowflakes so they may be a little late. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Next meeting is Tuesday at 6:00 pm. Finalize annual Christmas event. Thanks to all that helped for Halloween. Personnel: Rose Scolieri, Chair Tonight, we will approve hiring a Laborer for Public Works. Property: Rose Scolieri and Dave Harhai Public Safety: Dave Harhai, Chair Route 837 is open. Met with Natalie from Tri-COG Land Bank, effective January 1st the process will begin. Chief Rozzo is in close contact with the Director and traffic lights will hopefully be installed. This is a year-long traffic study. Public Works: Bill McLaughlin, Chair We will be seal coating. The Speed Bump has been removed and will be put back in the Spring. Legislation Agenda Items (Motions): October 10, 2022. 1. Accept minutes from the Council Meetings, as written, for October 3, 2022, and Motion: Mr. Harhai Second: Ms. Ferson All voted in favor of motion. 2. Approve and ratify all bills paid and to be paid for the month of November 2022. Motion: Mr. Harhai Second: Ms. Ferson All voted in favor of motion. 3. Approve Resolution No. 22-023: Adopting Policies & Procedures for the Tax Collector to waive all additional charges for Real Estate taxes for properties pursuant to qualifying properties under Pennsylvania Act 57 of2022. Motion: Mr. Harhai Second: Ms. Ferson Stanley Lederman summarized the Resolution. All voted in favor of motion. 4. Approve Resolution No. 22-024: Authorizing Steel Rivers Council of Governments to accept the bid from DJ Demo as the lowest acceptable bid for demolition of structure at 308 Walnut Street, in the amount of $25,000. Motion: Mr. Harhai Second: Ms. Ferson Stanley Lederman read Resolution No. 22-024. All voted in favor of motion. 5. Approve application, as submitted, for a Certificate of Appropriateness for window replacement and façade improvements at 471 West gth Avenue, as recommended by the Steel Valley Historical Architectural Review Board. Motion: Mr. Harhai Second: Ms. Ferson All voted in favor of motion. 6. Approve application, as submitted, for a Certificate of Appropriateness for window replacement and façade painting at 477 West 8th Avenue, as recommended by the Steel Valley Historical Architectural Review Board. Motion: Mr. Harhai Second: Ms. Ferson All voted in favor of motion. 7. Approve an offer of employment to Jesse Affansieff, as a full-time laborer, with benefits, at arate of $16.00 an hour, with a start date of November 21, 2022, contingent upon normal screening process approvals. Motion: Mr. Harhai Second: Ms. Ferson All voted in favor of motion. 8. Approve the hiring of Daniel Churma, as a part-time Warden, with no benefits, contingent upon normal screening process approvals. Motion: Mr. Harhai Second: Ms. Ferson All voted in favor of motion. Public Comment on Non-Agenda Items 1. JoAnne Arlett; 831 Forest Avenue: Problem with neighbors trespassing in my yard. Chief Rozzo: Call 911 and they will contact the police. What is the clarification about the creek? Mark will give her a call. 2. Patty Balsamico; 1512 Overdale Drive: linherited this property and my daughter moved in a year ago. In Noyemberirecelved a citation for "stuff" in the driveway. Ihave cleaned up and put storage units in the driveway. Dave Naylor told me Ihad to get approval for the storage units.
