REPORTS: Engineer: Mark Brashear Solicitor: Stanley Lederman Working on our due diligence for the Consent Order. Tonight, we will be finalizing one (1) Ordinance #724 for rentals in final form and approve proposed Ordinance #725 for the Tri-Cog Land Bank. Mayor John Dindak No report Borough Manager, Bill Etherington The last 6 (six) months of finances were reviewed. Both General Fund and Sewer Fund actuals are aligned with Budget. Police Chief, Charles Rozzo Read the Police report for the month of July 2022. We are into Phase 2 along Route 837. Discussing traffic control along the route. Fire Chief, John Dindak Read the Fire Department report: Last month there were forty (40) calls. Year to date there has been 283 calls. Fund drive is going on. There were two (2) fires and flooding issues. We have applied for a grant to pave the parking lot. Street Commissioner, Glenn Guckes Steel Valley Enterprise Zone: Dave Harhai Meeting this coming Monday. Keeping busy with the grass cutting, recycling and trash collection. Discussed in July, loans, and new business ventures. First "Live Friday" events in Homestead, all invited, a lot of stuff going on. Steel Rivers Council of Sovernments-Ashley Cain Absent. COMMITTEE REPORTS Community Affairs, Barb Ferson Community Day is August 13th. Great job Johnny Dindak on another successful Summer Recreation. prices have gone up since pre-Covid. Goal is for September 2023. There will be a pause on the park renovations. We must reapply for a grant because Personnel: Rose Scolieri, Chair Property: Rose Scolieri, Co-Chair Nor report. Discussion on blight and demolition. Explanation given by Rose about Tri-Cog Land Bank. By mitigating blight, it will raise values. Dave: Land bank is a good program, and we had a meeting with Steel Valley, they voted to join. Most effective way to put properties back on the tax rolls. Public Safety: Dave Harhai, Chair No report Public Works: Bill McLaughlin, Chair Thanks to our Public Works employees for stepping up and helping with the upcoming Lines have been painted for stop signs and positive comments have been made. Speed bumps are scheduled to be removed November 1st until the end of March. Community Day. Sewer Management, Ashley Cain Absent Legislation on Agenda Agenda Items (Motions) 1. Accept minutes from the Council Meetings, as written, for. July 5, 2022, and July 12, 2022. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 2. Approve and ratify all bills paid and to be paid for the month of August 2022. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 3. Approve Ordinance No. 724, in its final form, amending Ordinance No 658, known as the Tenant Occupancy Safety Inspection Ordinance, specifically adding language to further define the Terms Residential Rental Unit" and "Tenant" in the Ordinance, proposed at the Council Meeting on July 12, 2022, and advertised in the Valley Mirror on Thursday, July 28, 2022. Motion: Mr. Harhai Second: Mr. McLaughlin Stanley read Ordinance No. 724. All voted in favor of motion. 4. Approve proposed Ordinance No. 725, entering into an intergovernmental cooperation agreement with other municipalities and taxing jurisdictions of Allegheny County for the purpose of joining the Tri-Cog Land Bank. Public Comment on Non-Agenda Items Dave Scott: There are high weeds at the bottom of Laurel Hill/West Run Road, visibility is bad. Reply: This will be given to Code Enforcement. Andrea Harhai: Are cameras going to be installed on Laurel Hill or is that a rumor? Reply: Looking into it, but a decision has not been made. Serita Clifford: What is going on with 612 Doyle Avenue? Michael Lederman: We will gather past information and evidence; it is a lengthy process. Mike Zagnacky: A breakdown of the recycling program was given. Iti is not beneficial to the taxpayers. West Homestead cannot financially absorb the cost. Reply: This will be discussed at the next Caucus meeting.
