WEST HOMESTEAD BOROUGH Council Meeting June 14, 2022 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. REPORTS: Engineer: Mark Brashear Working on information for a sewer system. Closing Grow Grant for New 8th Avenue. Approving new Grow Grant funding tonight. Street paving completed for 2022. Solicitor: Stanley Lederman Tonight, we will be approving two (2) Ordinances in final form and two (2) Resolutions. Mayor John Dindak No report this evening. Day program. Great job!!!! Thanks to Chief Rozzo, Public Works, and Secretaries for the successful Memorial Police Chief, Charles Rozzo Read the police report for the month of May 2022. Grants were used to update the Police station. Many updates have been completed. "Girls On the Run" donated $250 to the West Homestead Fire Department. We will have a tour of the station next month as to what has been completed. Fire Chief, John Dindak Year to date there has been 193 calls. In the last twelve (12) days there has been eight (8) legit fires. Memorial Banners are up, and the fire department will continue to hang them. Having walk-thru at Mom-and-Pop businesses. This is for us to familiarize ourselves with the insides. We have been received very well. This will wrap up this month. Dave Harhai, Bill McLaughlin, and Michael Novogradac passed their Firefighter. 2 class. Congratulations to all! The siren up above is fixed, and siren down below is not working. Glenn Guckes, Public Works Director We have caught up on the grass, mulched the Ballfield and Borough building. Next week we will be patching potholes, weather permitting. Steel Valley Enterprise Zone: Dave Harhai We need to recruit new businesses. There was a meeting on Monday, and we discussed adjusting bylaws. The first Friday event last week was a success, and they are expecting a larger event in July. COMMITTEE REPORTS Personnel: Rose Scolieri, Chair (absent) Bill Etherington: a few personnel moves are on the agenda. Property: Dave Harhai, Co-Chair and Rose Scolieri, Co-Chair (absent) We had a meeting earlier with TriCog Land Bank dealing with blighted and vacant properties. There will be opportunities to encourage reinvestment. There were a few School Boards members in attendance and were very favorable in moving forward. Public Safety: Dave Harhai, Chair There was a resignation in the Police Department. Public Works: Bill McLaughlin, Chair Progress, no major issues. Thanks to the Council members involved in getting the playground ready. Everyone has stepped up. Legislation on Agenda Agenda Items (Motions) 1. Accept minutes from the Council Meetings, as written, for May 3, 2022; and May 10, 2022. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 2. Approve and ratify all bills paid and to be paid for the month of June 2022. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 3. Approve Ordinance 722, in its final form, Amending Ordinance No. 527, Solid' Waste Standards and Regulations for the Collection, proposed at the Council Meeting on May 10, 2022, and advertised in the Valley Mirror on May 19, 2022. Approve Ordinance 723, in its final form, Amending Ordinance No. 577, Regulations for the use of Parks and Recreational Facilities located within the Borough, proposed at the Council Meeting on May 10, 2022, and advertised in the Valley Mirror on May 19, 2022. Motion: Mr. Harhai Second: Mr. McLaughlin Stanley reviewed Ordinance 723. All voted in favor of motion. 5. Approve Resolution 22-014: Adding fee for garbage pickup when bill has not been paid. Approve Resolution 22-015: Requesting Grant Funding through ALCOSAN Green Revitalization of our Waterways (GROW) Program. Motion: Mr. Harhai Second: Mr. McLaughlin Stanley read Resolution 22-015. All voted in favor of motion. 7. Accept, with regret, the resignation of Officer Christopher Abraham, effective June 3, 2022. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 8. Accept, with regret, the resignation of Officer Tracy Carson, effective May 26, 2022. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 9.To hire eight (8) part-time workers for the 2022 Summer Recreation Program, with no benefits. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 10. To hire Anthony DiGiannurio, as a part-time Sewer Technician, at a rate of $16.00 per hour, with no benefits, starting June 27, 2022, contingent upon normal screening process approvals. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 11.To approve recommendation from the Planning Commission, to grant final approval for the land consolidation known as "Atlas West gth Subdivision Plan," pending any comments by Allegheny County Economic Development Planning Division have been addressed. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. 12.To approve a Certificate of Appropriateness for a new building to be constructed at 501 W 7th Avenue. Motion: Mr. Harhai Second: Mr. McLaughlin All voted in favor of motion. Public Comment on Non-Agenda Items Andrea Harhai: 1130 Cascade Drive; Formal complaint about the Comcast building, generator ran all day. The technician said it should be 20 minutes a day. Last year a new generator was installed. Is there a noise Ordinance in the borough? How long does a permit for a POD last? Ist there a leash law and how do we enforce it? Manager Etherington: We will contact Comcast. Chief Rozzo: Briefly explained "leash law." We will get signs made and posted. Thomas Joyce: 1281 Overdale Drive; The speed bump is decreasing traffic to that area but increasing it elsewhere. There should be other speed bumps on W 7th and W 8th.
