WEST HOMESTEAD BOROUGH Caucus/Work-Shop Meeting Minutes May 3, 2022 Call to Order President Baran called the meeting to order at 6:15 P.M. Roll Call The roll was called to establish a quorum. Present were, Ms. Cain, Ms. Ferson, Mr. Harhai, Ms. Scolieri, Mr. McLaughlin, Mr. Guzzi and President Baran. A quorum was established. Borough Manager Bill Etherington, Solicitor Michael Lederman, Borough Engineer Mark Brashear, and Borough Secretary Donna McMichael were also present. The Caucus was turned over to Borough Manager Bill Etherington Hot Topics and Actions from Prior Month Meeting Manager noted the ALOM Conference was very informative and ALL Council Members Manager noted the Borough received the $40K Grant from the Campbell Foundation which includes $30K for Garbage Truck and $10K for Community Days. should attend next year. Engineering Code Enforcement Solicitor provided update on Guardian Angels Building to Council. Judge granted Conservatorship to Tuff Properties. Borough Properties Committee and Engineer to meet with Matt Bovee (Tuff Properties). Need to follow the standard timeline for Snow Removal Ordinance will be enforced by both Public Works & the WHPD. New 8th Avenue Sewer Project - Improvements to sanitary sewer including drainage and rain garden (BMNECC). Improvements to New Eighth_Avenue. Remaining Actions: Provide information to complete Grant Streets Repair (General) - Laurel Hill Drive waterline replacement. Engineer will contact PAWC to make sure curb to curb street repair. 2022 Projects: Wanu/Granwew/Nee! Conway Street Slide - Engineer/Solicitor provided Update on $92K shared expense. Still working with Allegheny County & SVSD for reimbursement. SVSB approved in SR-837 Project - Project began on April 4th. Manager requesting reimbursement. PADEP Consent Order Manager shared Engineering document on PADEP Consent Order requirements, timeline of activities and fines associated with missing timelines. Streets repaved. March meeting and sent check to WH. Manager shared Q&A (Handout) with Penn Dot. Still in process. Audit Administrations Role in Code Enforcement (See Attached) Borough Properties /E Blighted & Vacant - (Ms. Scolieri) /( (Mr. Harhai) Tri-COG Land Bank - Next step shows the 3 Boroughs Elected Officials attending the School Board Meeting with An Lewis and promoting the use of Land Banks. This meeting Northern Region Sidewalks/Retaining Walls = Manager sent Engineering proposals for both Sidewalks & Retaining Walls to Committee. Recommendation is to work with owners has been moved to June 2022. on maintaining sidewalks. Community Affairs (Ms. Ferson) Clean-Up Day was cancelled due to weather. Community Day is scheduled for August 13th. Need to review Dog Ordinance. Personnel (Ms. Scolieri) Continue with Benchmarking to compare Wages & Benefits. Moved to Executive Session.
