WEST HOMESTEAD BOROUGH Council Meeting April 12, 2022 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. Swearing in of New Police Chief: Charlie Rozzo sworn in by Mayor Dindak. REPORTS: Engineer: Bill Roth Working on sewers, taking quite a bit of time. Sewer Committee met prior to meeting. Opening bids for the 2022 Street Paving Approving recommendation from Planning Commission for consolidation known as Hancock Capital Investments for final approval of site plan. Solicitor: Stanley Lederman Glad to be Back!! Council will vote on approving consolidation of lots. Council will vote on approving several Ordinances and Resolutions. Borough Manager: Bill Etherington Gave a brief financial review. Aso of 3/31/2022 Revenue is slightly above budget and Expenses are also slightly above budget. No report. No report Mayor, John Dindak Steel Rivers Council of Governments: Ashley Cain Annual dinner will be at the Georgetown. Steel Valley Enterprise Zone: Dave Harhai Met on March 21st. Regular monthly meeting. First Friday events to help fund "Rivers of Steel;" the first event will be held on May 20th with various businesses participating with entertainment, artwork on display. COMMITTEE REPORTS Community Affairs; Barb Ferson, Chair Meeting will be held next Tuesday at 6 pm. Contacting food trucks for Community Day. Clean-up Day is May 7th and Bill McLaughlin will pick up the supplies. Personnel: Rose Scolieri, Chair Property, Dave Harhai, Co-Chair Any ideas to revitalize? Public Safety, Dave Harhai Absent Had brief meetings with a local business owner. New Chief of Police has been hired. Chief Deasy retired; next month we will recognize him. An meeting was held before the Council Meeting. Condensed the map on catch basins and combined sewers. Next action items: Basic Street storm sewer; Breezewood and Schauffler. Sewer Management; Ashley Cain, Chair Will keep Council updated. Public Works, Bill McLaughlin, Chair Noi issues; good Public Works department. Gave summary of "New Elected Official Course," thanked Council for being able to First time attending ALOM; highly informative. Acknowledged eighty (80) Banner attend the course. Communities. Joe Baran: An elderly resident forgot to put garbage out and our guys got it. She was very thankful. Legislation on Agenda Agenda Items (Motions) 1. Accept minutes from the Council Meetings, as written, from March 1, 2022; March 8, 2022; March 21, 2022; and March 28, 2022. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of motion. 2. Approve Ordinance 721, Sanitary Sewer System Private Lateral Testing, in its final form, proposed at the Council meeting on March 8, 2022, and advertised in the Valley Mirror on March 17, 2022. Approve Resolution 22-012: Accepting Bid for the 2022 Paving Project from the El Grande Industries in the bid amount of $74,767.00. Approve recommendation from Planning Commission to grant final approval for the land consolidation known as "Hancock Capital Investments Consolidation" and for final approval of the site plan for Proposed Parking Lot," pending any comments provided by Allegheny County Economic Development Planning Division have been addressed.
