WEST HOMESTEAD BOROUGH Council Meeting March 8, 2022 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. REPORTS: Engineer: Mark Brashear Approve to advertise for the 2022 Street Program. Approve Ordinance for Lateral Testing. The' Water Company has a few tie-ins to complete. Plants open in April. Crown roads. Solicitor: Michael Lederman Council will vote on two (2) Ordinances in final form. Council will vote on (1) proposed Ordinance. Council will vote on approving (5) Resolutions. Borough Manager: Bill Etherington Absent Mayor, John Dindak Absent Fire Chief, John Dindak (report given by Bill McLaughlin) The last 48 hours has been very brutal. It has been nonstop, wires down, just slammed will calls. We have been working on grants. There were 37 calls last month. Homestead Hi Rise, two buildings had no power. Went door to door to see if any help was needed. There was a house fire on Ravine Street last month. We are short staffed and would like to find ways to help the department. Steel Rivers Council of Governments: Ashley Cain Busy month. Regionalization with Code Enforcement between Steel Rivers COG and Twin Rivers COG. Testing, go live in June. Explain how the program works, where permits process, see "bad" rentals and training program with Vo Tech. There is $155K to support. Annual dinner is coming up. Steel Valley Enterprise Zone: Dave Harhai Attended my first meeting, talented group with outstanding vision for Steel Valley. They are more of a development organization, building, investment, etc. They are true leaders. COMMITTEE REPORTS Main Street TIF, Dave Harhai No meeting Community Affairs; Barb Ferson, Chair Clean-up Day will be on May 7th. Once again, will be hosted at the West Homestead Fire Department. Supplies will be donated. March 15th @ 5:30 will be the next meeting. Community Day will be the second Saturday in August (August 13th). Personnel: Rose Scolieri, Chair Having in person interviews for Police Chief and they are going well. Property, Rose Scolieri, Co-Chair/Dave Harhai, Co-Chair Nor report. Public Safety, Dave Harhai Going thru the interview process for Police Chief There will be a follow up. Sewer Management: Ashley Cain, Chair Ameeting was held before the Council Meeting. Aj job description will be posted for a part time employee Need a list of catch basins. Need a plan of action for the new hire. Public Works, Bill McLaughlin, Chair Used 175 tons of salt. Patching potholes. We are having an electrical audit throughout the Council Building and will receive estimates. They will also have to look at the Public Works building. Last class on Saturday for Newly Elected Officials is on Public Works. Legislation on Agenda Agenda Items (Motions) 1. Accept minutes from the Council Meetings, as written, for February 1, 2022, and February 8, 2022. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of motion. 2. Approve and ratify all bills paid and to be paid for the month of March 2022. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of motion. 3. Approve Ordinance 719, Removal of Snow/lce from Sidewalks, in its final form, proposed at the Council Meeting on February 8, 2022, and advertised in the Valley Mirror on February 24, 2022. Motion: Mr. Harhai Second: Ms. Cain first reading and no questions raised. All voted in favor of motion. Michael Lederman commented on Ordinance 719 that there were no changes since the 4. Approve Ordinance 720, Prohibiting Shoveling or Pushing Snow into Streets, in its final form, proposed at the Council Meeting on February 8, 2022, and advertised in the Valley Mirror on February 24, 2022. Motion: Mr. Harhai Second: Ms. Cain first reading and no questions raised. All voted in favor of motion. Michael Lederman commented on Ordinance 720 that there were no changes since the 5. Approve proposed Ordinance 721, Sanitary Sewer System Private Lateral Test. Motion: Mr. Harhai Second: Ms. Cain Michael Lederman read Proposed Ordinance 721. New requirement upon sale of home. Needed in addition to dye test. Mandatory, required by Consent Order. Must identify defects and submit to Borough Engineer to review. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of motion. Discussion regarding Administration fees costs; need to amend. 6. Advertise proposed Ordinance 721. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of motion. 7. Approve Resolution 22-006: Entering into the Consent Order and Agreement of 2022. Motion: Mr. Harhai Second: Ms. Cain Michael Lederman read Resolution 22-006. We are at the point where we must adopt and Mark Brashear said this will reduce sanitary sewer overfiows due to wet weather agree to new Consent Order. All voted in favor of motion. 8. Approve Resolution 22-007: Adopting the ALCOSAN Act 537 Special Study. Motion: Mr. Harhai Second: Ms. Cain Mark summarized what the study will entail. Michael Lederman read Resolution 22-007. This is mandatory for certain municipalities. All voted in favor of motion. 9. Approve Resolution 22-008: Increasing hourly rate charged for Police Services. Motion: Mr. Harhai Second: Ms. Cain Michael Lederman summarized Resolution 22-008. 10.Approve Resolution 22-009: Amending Fee Schedule. Motion: Mr. Harhai Second: Ms. Cain Michael Lederman summarized Resolution 22-009. All voted in favor of motion. 11. Approve Resolution 22-010: Advertise for Bids for the 2022 Paving Project. Motion: Mr. Harhai Second: Ms. Cain Michael Lederman read Resolution 22-010. All voted in favor of motion. 12.Enter into reimbursement agreement with Allegheny County regarding Conway Street Slide. Motion: Mr. Harhai Second: Ms. Cain Michael Lederman read cost sharing agreement. Public Comment on Non-Agenda Items Riley Furrick: Junior Council Person Steel Valley Musical will run May 19th thru May 22nd. Baseball schedule is out and will have tryouts. Commencement is June 1st. Mike Zagnacky: 1126 Cascade Drive What is happening with "Mitchells" property at the Waterfront? Joe Baran: On hold, have not heard anything lately.
