WEST HOMESTEAD BOROUGH COUNCIL Caucus/Work-Shop Meeting Minutes March 1, 2022 Call to Order President Baran called the meeting to order at 6:15 P.M. Roll Call The roll was called to establish a quorum. Present were, Ms. Cain, Mr. Guzzi, Ms. Scolieri, Mr. McLaughlin, and President Baran. Mr. Harhai, Ms. Ferson were absent. A quorum was Borough Manager Bill Etherington, Solicitor Michael Lederman, Borough Engineer Mark Brashear and Borough Secretary Donna McMichael were also present. The Caucus was turned over to Borough Manager Bill Etherington Hot Topics and Actions from Prior Month Meeting Solicitor noted NO UPDATE on 912 Sarah Street - Complaint of Discrimination with PHRC (PA. Human Relations Commission), no update from PHRC. Manager noted NO UPDATE on the sale of Calhoun School or ASKO Building. Manager noted tentative timeline of activities for hiring New Police Chief. Receiving resumes ends on 02/11/22, interviews will end on 3/18/22, hiring decision will end on Manager asked that all Council Members wanting to attend ALOM Spring Conference to let Donna (Secretary) know if attending. Deadline for registration is April 1, 2022. Manager noted that West Homestead Borough received Community Banner Status once again for 2022. Manager provided Council the list of requirements to achieve the status. 3/31/22. Engineering Code Enforcement Solicitor provided update on Guardian Angels Building to Council. Judge granted Conservatorship to Tuff Properties. Borough Properties Committee, Manager and Engineer to meet with Matt Bovie (Tuff Properties). Need to follow the standard timeline for repairs. Council discussed proposed ordinance on snow removal from sidewalks & streets. How do we enforce this ordinance? Should be Police/Public Works. Council also discussed upcoming Spring Newsletter including common Code Enforcement Safety Violations, including handrails, parking in yards, sump pumps. Mark B. noted several violations at rear of FOP Building. Will monitor. Borough Properties Committee, Manager and Engineer to meet with See Slide Show for Code Enforcement Report for 2021. New gth Avenue Sewer Project - Improvements to sanitary sewer including drainage and rain garden (BMNECC). Improvements to New EighthAvenue. Remaining Actions: Provide information to complete Grant Streets Repair (General) -I Laurel Hill Drive waterline replacement. Engineer will contact PAWC to make sure curb to curb street repair. 2022 Projects: Wanut/Grnowew/Nee! Conway Street Slide - Engineer/Solicitor provided Update on $92K shared expense. Still working with Allegheny County & SVSD for reimbursement. SVSB will approve in SR-837 Project - Project to begin in Spring 2022. Manager requesting reimbursement. PADEP Consent Order - Manager shared Engineering document on PADEP Consent Order requirements, timeline of activities and fines associated with missing timelines. Streets repaved. March meeting. Land Banks. This meeting has been moved to March 2022. Northern Region Sidewalks/Retaining Walls - Manager sent Engineering proposals for both Sidewalks & Retaining Walls to Committee. Recommendation is to work with owners on maintaining sidewalks. Manager sent draft of letter to residents. Still waiting on feedback. Community Affairs (Ms. Ferson) ) Community Clean-Up Day is tentatively scheduled for 05/07/2022. Will align with Boy/Girl Scouts National Clean-Up Day.
