WEST HOMESTEAD BOROUGH Council Meeting January 11, 2022 Minutes Call to Order President Joe Baran called the meeting to order at 6:15 pm. REPORTS: Engineer: Mark Brashear Working on the NEW consent order for the sewers. Caruso will take care of the Landslide/Tree on Route 837. Working with Solicitor on the McAfee Building. Solicitor: Stanley Lederman Discussion on the McAfee building; another hearing on Tuesday January 18th. Borough Manager: Bill Etherington Wanted to acknowledge 2021 Accomplishments. Reduction in spending of 17% from Fiscal Year 2020 to 2021. Implemented Recycling Program to improve Environment Greenspace. Awarded $378K in Grants with $500K on application for 2022. Improved Transparency through NEW Council Work Shops. Developed Best In Class Improvement Plan through Benchmarking. Record Breaking Attendance for Annual Events, Summer Recreation, Implemented Capital Improvement Plan. New 8th Avenue Sewer/Rain Garden Project. Community Days. Fire Chief, John Dindak Recognized William McLaughlin for Council. Boot drive and toy drive with Santa was well received by the residents. Jason McMichael has passed his test: available a lot of times, good volunteer. Warming center is underway, hopefully finished for summer. Siren has been out ofservice for 3 months waiting for repair, under insurance. Upgrade radio systems. PET CPR will be at station on Thursday. Applied for several grants. Emergency Management, Dan Churma EOM is up for review, will adopt next month for 2 years. Public Works, Glenn Guckes First snow was Thursday, all went well. - We have restocked the salt shed; 100 tons work and will not need to be tarped. We will take down Christmas decorations on Wednesday. Steel Rivers Council of Governments: Ashley Cain Absent. Steel Valley Enterprise Zone: Barb Ferson Absent. Approve Ordinance 718, in its final form, Amending Borough of West Homestead Zoning Map, proposed at the Council Meeting on December 14, 2021, advertised in the Valley Mirror on Thursday, December 23, 2021. Adopting Resolution 22-001: Entering into a renewal agreement with the Borough of Homestead for the use of the facilities of West Homestead for the housing of persons detained by the Homestead Police Department. Motion: Mr. Harhai Second: Ms. Scolieri Stanley reviewed. All voted in favor of motion. 5. Adopting Resolution 22-002: Entering into a contract with the West Homestead Police Officers for the period January 1,2 2022, through December 31, 2024.
