WEST HOMESTEAD BOROUGH COUNCIL Caucus/Work-Shop Meeting Minutes January 3, 2022 Call to Order President Baran called the meeting to order at 5:43 pm. Roll Call The roll was called to establish a quorum. Present were, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. McLaughlin, Ms. Scolieri and President Baran. Mr. Harhai was absent. Manager provided Update on Flagpole: Base structure is approximately 8 feet deep. Supplier = Fort Pitt Flag Poles. 80' Pole will be replaced by 40' Fiberglass Pole. Estimate of work to be provided. Solicitor provided update on 912 Sarah Street = Complaint of Discrimination with PHRC Manager provided Council on MAPS Financials = 2020 Revenue = $1,338K, Expenses = $830K = Employee Salaries less benefits. (11 FT Employees @ $75K). $200K Benefts/Employee Taxes, $200K Equipment/Supples, $100K Depreciation, Manager noted Landslide on Rt 837 across from Sandcastle (similar to FOP incident). Engineer contacted owner. Owner remarked landslide will be cleared. Will follow up. Manager provided Council with letter on Calhoun Building Sale. Letter from Tanisha Wright. Council noted to follow standard procedures regarding Zoning/Code Will use existing base with pole inserted and secured. (PA. Engineering Code Enforcement Solicitor provided update on Guardian Angels Building to Council. Owner needs to show extensive repair progress during court hearing on 1/7/21. Manager requesting reimbursement. PADEP Consent Order. - Manager shared Engineering document on PADEP Consent Order requirements, timeline of activities and fines associated with missing timelines. Authorties/Boards/Commissions - Manager shared current list showing expired terms and rain garden (BMNECC). Improvements to New Eighth Avenue. Streets repaved. with replacement volunteers needed.
