He gave the invocation and led the Pledge of Allegiance. Roll Call was performed, and it was determined that a quorum was present. The Mayor welcomed Tim Green, Jim Stout, Mike Rankin from LPG, Leigh Ann Pflugh and one Astatula resident. He was asking fora a total of$6,000.00 which covered the cost of the upgrade less the sale of the existing weapons at $300.50 each. He emphasized the need for the upgrade and the new sighting system. If approved, the funding would come from the Transportation Fund as the predominant use would be for Right of Way maintenance. Although there are financing arrangements available, the Clerk and accountant's recommendation is to purchase it outright. The fund has a current balance of $128,000 and the ongoing expenses are covered The first proposal is for an off-lease (used) unit 2019 John Deere Backhoe 310SL open canopy. Cross YES Sikkema Mack Kobera MOTION CARRIED3-1 YES YES NO BUDGET AND FINANCE REPORT REVIEW Clerk Wells said that the only addition to the finance report sent for November was receipt of the 9th cent gas tax. The revenues for ad valorem taxes and solid waste are coming in differently to the previous year which is what the budget is based on. We are ahead of where we would normally be, but Council should consider the whole year. A large amount will come in March and May. The permit fees and impact fees are down as there has been no new houses permitted in the first three months leaving them under budget. The Clerk said that he had contacted the County to complain about the disproportionate distribution of the Cares Act money between the municipalities and asked that they look favorably on Astatula if there is any money remaining at the end of December. On the expenditure side, all departments are operating within budget except fire control because of the new well. Parks and Recreation is also catching up to budget having paid out He then went over the bank balances which are shown below and explained that the loan for the community center is being paid down at $10,000.00 per month.
