WEST HOMESTEAD BOROUGH Council Meeting November 14, 2023 Minutes Call to Order President Ashley Cain called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Ms. Ferson, Mr. Guzzi, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri, Ms. Cain. Also in attendance: Mayor Joe Baran, Solicitor Michael Lederman, Borough Manager Bill Etherington, Borough Engineer Mark Brashear, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. REPORTS Engineer Mark Brashear Deadline for the end of the year: Phase II of Consent Order and list of projects for the next 5 years. Railings still need to be installed at Calhoun Park. Solicitor Michael Lederman Mayor Joseph Baran We will be passing three Ordinances and one Resolution tonight. Iwould like to commend the Fire Department, Police Department, and Baldwin EMS for helping with the Halloween event. Thank you for your service, Mike Zagnacky. We will be hiring two Police on January 1, 2024. Rose andla attended the 125 years of the Carnegie Library event. Borough Manager Bill Etherington Areport was given on finances. The millage rate stays at 8.8. 2024 Preliminary Budget and 2023 year to date through September. Garbage will increase by $2 a month for a total of $180 a year from $154 per year. Sewage service from Alcosan and West Homestead will increase in 2024. Cost per 1000 gallons will go from $16.34 to $17.90 and monthly service costs will go from $8.96 to $9.70. Dave Harhai: Garbage Collection for only $3.46 a week for pick-up. That is a deal! Police Chief Charles Rozzo Police report was given: 168 calls for the month, 1847 for the year. PFA'S contributed to the high call volume. PennDOT will do a speed study on lower 837. The Borough will follow up on the Officer Swindell was recognized by AMEN Corner in October; this is a prestigious progress. award. Fire Chief John Dindak Fire Report given: 348 calls for the year. A busy time is approaching. Wintertime there a more CO calls, gas calls, and water breaks. The Boot Drive will be down the Waterfront the day after Thanksgiving. Baldwin EMS Report for October: 42 calls this month and 483 calls year to date. Last month the response time was 6.3 minutes. We have a great relationship with the Borough. Steel Rivers Council of Governments: Ashley Cain The budget was passed. The first round of applications for Home Whole Repair was between 700-800 applications. They are opening it up again for a second round. The annual Christmas event will be at the COG Building. Steel Valley Enterprise Zone: Dave Harhai The Board of Directors extended their offer to Sarah Fullwood as a full-time director, and she has accepted. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair The "Safe Exchange" sign is finished. December 2nd will be the parade. The fall clean-up event was cancelled twice in October due to inclement weather. December 1st at 6:15 pm is our annual Holiday Event. The VFD with Santa will be on Saturday, December 16th. Introduced Sydney Dunworth as our Junior Council person. Junior Council: Sydney Dunworth SV football record was 9 wins and 1 loss. They won the 1st round of the playoffs. For the 1st time SV will have a Special Olympics group. Personnel: Rose Scolieri The annual performances have been completed and compensated accordingly. Two officers will be starting in January 2024. Property: Rose Scolieri No report. We will meet again in December. Public Safety: Dave Harhai, Chair Public Works: Bill McLaughlin Met prior to the meeting. Good feedback from Committee on keeping the Borough safe. Are reminder to residents in the next newsletter about recycling cans and trash cans cannot be put out prior to 4:00 pm. Deadlines for the end of the year. Projecting upcoming plans. Sewer Management: Ashley Cain Awarded Grow Grant for 7th Avenue Sewer Separation Project in the amount of $271K. Legislation Additional Agenda Items (Motions): 1. Approve proposed Ordinance 731: amending Ordinance 282, known as the Mechanical Amusement Device Ordinance, to revise and replace said Ordinance with current and updated provisions. Approve proposed Ordinance 732: amending Ordinance 758, known as the Tenant Occupancy Safety Inspection Ordinance, to add the requirement for owners to have local Property Management Services. Approved proposed Ordinance 733: establishing regulations for the use of Portable Storage Containers, Temporary Dumpsters, and other Refuse Containers.
