WEST HOMESTEAD BOROUGH Council Meeting September 12, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. Harhai. Absent: Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John JI Dindak, Solicitors Stanley & Michael Lederman, Engineer Mark Brashear, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Let us continue to maintain a proud community. Thank you again. REPORTS Engineer Mark Brashear Improvements at Calhoun Park have begun. There is going to be a Proposed Ordinance on Laterals tonight. Solicitor Stanley Lederman We will be approving tonight: 2 Ordinances, 729 in final form, and proposed 730 regarding private laterals; 1 Resolution disposing of Tax Collector records. Mayor John Dindak Recognition of Chief Rozzo for Outstanding Leadership and' Work Performance, read by Dave Harhai. Mayor did state he is a dedicated employee in the Police Department. Borough Manager Bill Etherington Ar report was given on finances. 2024 Budget season is now in process. Revenue and Expenses are aligned to the 2023 budget. Police Chief Charles Rozzo Recognition of Police Officer Patrick Swindell for Bravery. Honor working with Mayor Dindak. Fire Chief John Dindak Fire Report given: 255 calls for the year, 35 drills and 12 work details. Construction has begun for the metal building. Chief Dindak had some words on his dad, the Mayor: Mom ruled the house, but we learned how to help others, volunteer time, and listen to people by following our dad. Public Works Director Glenn Guckes Cutting grass, tree trimming, recycling, and garbage. Patching potholes and finishing painting lines by stop signs. Grant has been received for a fully green electric street sweeper. There will be a manager's meeting on Thursday 9/21. Pilot program with West Homestead on GIS land banks. Steel Rivers Council of Governments: Ashley Cain Message to Mayor Dindak: Mayor told her 10-11 years ago when she came onto Council that this is a thankless position, but you will be a chapter in someone's life. A humble Thank You! Steel Valley Enterprise Zone: Dave Harhai No meeting in August. They will reconvene on the third Monday in September. There is a new position for a full-time director, more to come. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Thank you: Dan Churma, RJ Euwer, Police Department, EMS, and Public Works for Community Day. Clean-up Day is October 14th. December 1st will be Light-Up Night. Mayor once said to her be a leader or a lifter. September 19th @ 4:30 will be the next Community Affairs meeting. Ms. Ferson recognized Mason Wright, Eagle Scout, for restoring the Veterans Memorial on the corner of West 8th Avenue and Sarah Street. Property: Dave Harhai, Co-Chair There is property available on West gth Avenue. The owner was given 2 years to develop and as of December 8, 2023, it will revert to West Homestead. Public Safety: Dave Harhai, Chair Congratulations to the Police Chief, Officer Swindell, and the entire Police department. There was a Public Safety meeting at 5 pm and minutes will be available on the website. Had many memories of the Mayor, stories about the late 60's and early 70's. In the mid 70's, the relationship between the VFD and Council and the support. This is the end of an era. Personally thank you as a citizen. Sewer Management: Ashley Cain No report. The driveway is completed at 1194 Cascade Drive. Our West Homestead Sewer Tech, Anthony, is NASSCO certified. Working on a "Grow Grant" Legislation Agenda Items (Motions): 1. Accept minutes from the Council Meetings, as written, for August 1, 2023, and August 8, 2023 Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. 2. Approve and ratify all bills paid and to be paid for the month of September 2023. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. 3. Approve Ordinance 729, in its final form, amending Ordinance 560, Chapter 27 Zoning, to create a Public Safety Overlay Zone designed to consider safety issues around access to the Borough Building, proposed at the Council meeting on June 13, 2023, advertised in the Valley Mirror on Thursday, June 29, 2023, and held a Public Hearing on September 5, 2023. The borough is so unique.
