WEST HOMESTEAD BOROUGH Council Meeting August 8, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John J Dindak, Solicitor Stanley & Michael Lederman, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. REPORTS Engineer Mark Brashear Solicitor Stanley Lederman Mayor John Dindak Working on sewer system projects. We will be approving 3 (three) Resolutions tonight. No report. Borough Manager Bill Etherington Ar report was given on finances. Taxes received are in alignment. Revenue spending is also in alignment. Police Report given by Bill Etherington. Fire Report given: 211 calls for the year. Saturday is Community Day. Police Chief Charles Rozzo Fire Chief John Dindak Construction will begin within the next couple weeks. Baldwin EMS Report for. July: 45 calls this month and 348 calls year to date. Last month the response time was 6.3 minutes. We will be at the Community Day event the entire time. Every three (3) years-no deficiencies. Emergency Management Coordinator: Dan Churma No report. Public Works Director Glenn Guckes Cutting grass, tree trimming, recycling, and garbage. Set up for Community Day. Steel Rivers Council of Governments: Ashley Cain Steel Valley Enterprise Zone: Dave Harhai Summer break. In the process of hiring a full-time Executive Director, a decision will be made by the end of September. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Community Day: Glenn and crew will be there 9:00 am Friday morning. Barb will be attending Munhall Cares at their next meeting. Borough Clean-Op Day: October 14th. We will be purchasing grabbers. Boroughs Lite-Up Night will be December 1stand the Christmas Parade will be on December 2nd. No report. Personnel: Rose Scolieri, Chair Property: Rose Scolieri, Co-Chair Had a meeting at 5:00 pm today. We are moving in the right direction. Police and medics are doing a great job. Update spreadsheet. Keep up to date on all properties. Donna does a greatjob! We need to get more businesses into gth Avenue. Things take time. Public Safety: Dave Harhai, Chair Public Works: Bill McLaughlin, Chair Truck maintenance, potholes and help the Sewer Technician. Working on the borough properties that we maintain. Update on garbage truck: late fall or early winter. Met Glenn for a dye test/lateral inspection at 1170 Cascade Drive and the two nieces selling the property gave Glenn and Donna kudos for helping with everything. Sewer Management: Ashley Cain Ar meeting was held on August 1st. Pros and Cons: Sewer project is on hold with Pennsylvania American Water. The Sewer Technician is very detailed and has received his NASSCO certification. There is a "Grow Grant" for $250K for the 7th Avenue Sewer Repair. We are acting on a sink hole at 1194 Cascade Drove and inlet on Basic Avenue. Sewer Committee on track for all projects. Mark: MS4 annual report on stormwater is due. We are #1 on the list for the Army Corp of Engineers to do the study on the Forest Avenue stream. Mark stated that Vivjon Drive pavement looks good. Dave: No Public Safety meeting this month, will meet in September. Legislation Agenda Items (Motions): 1. Motion: Mr. Harhai Second: Ms. Cain Stanley summarized. All voted in favor of the motion. 6. Advertise for a Public Hearing regarding proposed Ordinance 729, Public Safety Overlay Zone. Approve the West Homestead Planning Commission recommendation to grant final approval on the application filed by Continental Development, Inc. for the plan known as "Site Plan for Proposed Waterfront Apartments". Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. Public Comment on Non-Agenda Items Dave Scott @ Schauffler Drive: The left side of West Run Road needs to be addressed. Christina Deasy @ 682 W 8th Avenue: Traffic on 837 is out of control. What is being done? Are we writing tickets? l'am installing a fence and cars are speeding by. Questions about lateral inspections. Overweight trucks. Chief Rozzo: We have requested a study for a traffic light with Penn Dot. Itv will be put on the agenda at a Public Safety meeting about new speed signs. Police need certification to pull over trucks due to weight. Stanley Lederman: Laterals are mandated by the DEP. Bill McLaughlin: Concerns about speeding and policing. Creative solutions to these issues might be speed bumps on West 8th Avenue, electric signs, cameras, and mailing tickets. Margaret Burrows: Speeding on West 9th Avenue. Grass needs to be cut across the street in the vacant lots. Trash cans on sidewalks. Manager Bill Etherington: If there is a problem with the recycling cans, give them back. Seritta Clifford @ 610 Doyle Avenue: Entire property at 612 Doyle Avenue on the outside is a mess. A tree fell down on both properties. Stanley will look at the Court order and have the procedures followed. o Mike Zagnacky: Recycling: 10% Landfill 1st $3,100 2nd $3,147 In two (2) more years we should break even.
