WEST HOMESTEAD BOROUGH Council Meeting July 11, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Absent: Mr. Guzzi Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John JI Dindak, Solicitor Stanley & Michael Lederman, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. REPORTS Solicitor Stanley Lederman Mayor John Dindak We have two (2) minor Resolutions to be approved this evening. No report. Borough Manager Bill Etherington Ar report was given on finances. Real Estate taxes are coming in. Police Report given. Police Chief Charles Rozzo There is a new detail at the AMC substation. Sergeant Strobel is up for retirement. We have started taking appliƧations for a new officer. Fire Chief John Dindak Fire Report given: 191 calls for the year. The fund drive for residents has begun. Baldwin EMS Report for June: Sixty (60) calls this month and 303 calls year to date. Last month the response time was 6.4 minutes. Year to date response time is 6.5 minutes. President Baran congratulated Baldwin EMS on receiving the 2023 Mission Lifeline Gold Recognition as well as a target recognition for the Heart Attack Honor Roll from the American Heart Association. Emergency Management Coordinator: Dan Churma Nor report. Public Works Director Glenn Guckes Cutting grass, tree trimming, recycling, and garbage. Steel Rivers Council of Governments: Ashley Cain Steel Valley Enterprise Zone: Dave Harhai Summer break. Int the process of hiring an Executive Director. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Thanks to John Dindak and his workers for the Summer Recreation Program; the Borough has always funded the program since inception. Next Community Affairs meeting is July 18th at 4 pm. Community Day is August 12th. Personnel: Rose Scolieri, Chair No report. Sergeant Strobel is up for retirement. Ap personnel handbook will be adopted. Property: Rose Scolieri. Co-Chair No report. Next meeting will be in August. Public Safety: Dave Harhai, Chair An meeting was held prior to the Council meeting. Ifany concerns, feel free to contact Council, Mayor, or Police. Keeping the Borough safe with speed bumps, stop signs, and sidewalks is our goal. Public Works: Bill McLaughlin, Chair No report. Progress. Sewer Management: Ashley Cain Breezewood to Schauffler Drive project has been completed. The vac truck has been cleaning out the catch basins and inlets. Public Comment on Non-Agenda Items Lorraine Theofiledes @ Edgewood Drive: Big white truck has been parking in front of my property andlam having issues with mowing my lawn and other maintenance Response: Chief Rozzo stated that twenty (20) feeti from a driveway is proper.
