WEST HOMESTEAD BOROUGH Council Meeting June 13, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John JI Dindak, Solicitor Stanley & Michael Lederman, Engineer Mark Brashear, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. REPORTS: Engineer Mark Brashear Paving is completed. Working on sewer projects. One is at the Fire Department. Applying for a grant for sewer separation on 7th Avenue. Solicitor Stanley Lederman We have one (1) proposed Ordinance and five (5) Resolutions to be approved this evening. Mayor John Dindak We had a great crowd for Memorial Day. Thank you to Dave Harhai for organizing the event. Borough Manager Bill Etherington Report was given on Revenues and Expenses. Real Estate taxes were mailed last month. Revenue will be coming in this month. Police Chief Charles Rozzo Police report given. We are one of the few departments with body and dash cams. They have helped with major crimes. Thanks to Council. Fire Report given: 149 calls for the year. Memorial Day Service went very well. Veteran Banners spearheaded by Dave Harhai. Fire Chief, John Dindak The hoses on the trucks were inspected, which will give us a break on our insurance. Baldwin EMS Report for May: Response time was 6 1/2 minutes. Cutting grass, tree trimming, recycling, and garbage. Public Works Director Glenn Guckes Steel Rivers Council of Governments: Ashley Cain Entering summer break. Eighteen people were hired for the "Violence Prevention Program." The street sweeper is up and running. They have received over 700 interest forms for the "Whole Home Repair" program. The Allegheny County Health Department is pushing for "Clean Air" programs. Ad discussion on a grant for "Urban" tree planting by Allegheny County. A grant has been approved for sidewalks on Main Street in Munhall. Steel Valley Enterprise Zone: Dave Harhai COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair The Eagle Scouts will be recognized. Community Day is August 12th. Next meeting is June 20th at 6pm. Summer recreation has started. Would like to order fifty (50) grabbers for "Clean-Up Day". Would also like to add another "Clean-Up Day" in the Fall. Personnel: Rose Scolieri, Chair Property: Rose Scolieri, Co-Chair No meeting this month. Public Safety: Dave Harhai, Chair No report. Progress. There are parking issues in the Borough. Parking on sidewalks, in yards. speeding, dangerous intersections. We need active policing. Speed bumps! Public Works: Bill McLaughlin, Chair The electrical issue in Public Works is finished. The West 8th Avenue receptacles have been fixed. Memorial Monument on the corner of West gth and Sarah has been completed. Sewer Management: Mark Brashear ALCOSAN was at the meeting. Applying for "Grow Grant" for sewer separation. Working on Phase 2 of the Consent Order. Legislation Agenda Items (Motions): 1. There will be a public hearing on June 22nd at 5 pm in the auditorium at Steel Valley High School concerning the building of the new school. Public Comment on Non-Agenda Items Christina Deasy @ 682 W 7th Avenue: Problem with speeding at the Y in the road. Traffic Response: Chief Rozzo stated Penn Dot is waiting for feedback and lines need to be - Several residents from Forest Avenue questioned the Zoning of Forest. Avenue. Margaret Burrows, owner of apartments on West gth Avenue: The vacant land at West 9th and Hays has high grass and weeds growing over sidewalks. Also, there is a lot of speeding on West gth Avenue, can a speed bump be installed? The weeds and high grass will be turned over to Code Enforcement. Chief Rozzo will look into the speeding.
