WEST HOMESTEAD BOROUGH Council Meeting May 9, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John J Dindak, Solicitor Stanley Lederman, Engineer Mark Brashear, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. Mayor sworn in Junior Council Person, Sydney Dunworth. REPORTS: Engineer Mark Brashear Work is being done on the sewers. Thursday and Friday they will be working on manholes overnight. Paving will begin the last week of May, weather permitting. We have two (2) Resolutions to be approved this evening. Solicitor Stanley Lederman Recommending the Planning Commission to approve conditional" use for Forest Avenue. No report. Mayor John Dindak Borough Manager Bill Etherington Police Chief Charles Rozzo Report was given on Revenues and Expenses. Both are on track and favorable. Read the police report. Recap: Thanks to the Fire Department and EMS. The city engaged in a major incident. The vehicle fled to Homestead with gunfire. Officer was under fire and Officer Swindell's vehicle is out of commission. Appreciate support from Council. Fire Chief John Dindak Report was given: 112 calls for the month. Four (4) fire calls, two (2) for Century 3 Mall. The Boroughs clean-up Day will be on Saturday. The new pick-up truck is on the road, received by a grant. Mr. Harhai oversaw the Military Banners and had it taken care of. Through a grant the new signs for the 292 Alley cats are done. Baldwin EMS Report for March: 58 EMS calls this month and response time was 6.6 minutes. YTD: 6.5 minutes and 192 calls year to date. No handrails are a safety issue. Dan Churma, Emergency Management Coordinator Preplanned for the 5K race at the Waterfront, Sunday May 21st. Itwill start and finish in West Homestead. They are planning to attract five thousand people, and it will be a 5-hour event. We have a good handle on it. Cutting grass, recycling, and garbage. The Borough is ready for Memorial Day. We have patched the holes in the parking lot. Steel Rivers Council of Governments: Ashley Cain Alcosan was there and had a guest speaker. Revitalize community involvement. Glenn Guckes Public Works Director An Lewis has been appointed President of Pennsylvania Association of Council of They will be hiring two (2) employees: an Outreach Coordinator and a Community Engagement Coordinator. This is a big project! A lot of money is being brought in. There were 650 applications for the "Whole Home Repair Program". Many in our area. Governments. West Homestead is good according to the Comprehensive Plan. Steel Valley Enterprise Zone: Dave Harhai They will be creating a Program Director. There is a motion on the agenda. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Memorial Day Service will be held on May 29th at 11 am at the Borough Building. The Summer Recreation Program will begin on June 5th and end July 21st. Community Day will be held on August 12th. Clean-up Day was a success. Thanks go out to the Boy Scouts and Police. Response: A Notice of Violation will be issued. George Horey @ 933 Forest Avenue: Trees hanging over West Run Creek, retaining wall iso damaged/ County needs answer from Borough as to who is responsible. Response: West Run Creek is on private property. Water is regulated by PAI DEP. This has been a legacy problem. The Army Corp of Engineers will complete a study in Chris St. Pierre @ 210 West 8th Avenue: Chris introduced himself as the new owner of the property. It was purchased before COVID with intentions of using upper floor for studio and personal use, renting bottom portion to mechanics. "Glitter Box" has now rented the bottom area for performances. They were hoping to get a "Temporary September 2023. Occupancy," but he understands that cannot happen.
