WEST HOMESTEAD BOROUGH Council Meeting April 11, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John J Dindak, Solicitor Stanley Lederman, Engineer Mark Brashear, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. Agenda Item: 1. Approve the hiring of two (2) Full-Time Police Officers, Seth Solomon and Eli Shomo, salary, and benefits per Collective Bargaining Agreement, contingent upon normal screening process approvals. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. Mayor Dindak swore in Police Officers Seth Solomon and Eli Shomo. REPORTS: Engineer Mark Brashear Opening 2023 Paving bids this evening. Continuing Phase 2 consent order. The contract from Breezewood to Schauffler Storm Sewer project is to begin. Solicitor Stanley Lederman We will approve several Resolutions this evening. We will open bids for the 2023 Paving Program. Mayor John Dindak Letters were written to a group of students involved with the Eagle Scouts. Report on Revenue was given, and expenses are at 25K favorable. Borough Manager Bill Etherington Police Chief Charles Rozzo Reviewed the Police report for the year. Commended Baldwin EMS. tremendously. Thanks to Council for hiring two (2) full-time Police Officers. This will help us Fire Chief John Dindak Ithas been a quiet month. Af fundraiser was held at the station. 292 Chief was calm, cool, and collective!! John Caruso was the only bidder to asphalt our parking lot. Bill McLaughlin spoke about the fire call at Century 3 Mall. Multiple stations were there. Baldwin EMS Report for March: 42 EMS calls this month and response time was 6.4 minutes. YTD: 6.5 minutes and 134 calls. Dan Churma, Emergency Management Coordinator We had a Public Safety meeting prior. out to the Event Coordinator. Glenn Guckes Public Works Director There will be a 5K race at the Waterfront in May, which we just found out. We will reach Winter is over, cutting grass, recycling, and garbage. Bill McLaughlin: A fire recently at the home of a Public Works employee. We will work with him. We have plenty of salt left. Steel Rivers Council of Governments: Ashley Cain No report. The annual dinner is in April. Steel Valley Enterprise Zone: Dave Harhai Progress. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Spoke to our Junior Counsel. "Munhall Cares" would like to thank the Borough for the use of the field for the Easter Mason Wright will be working on the Monument at the corner of Sarah and West Eight egg hunt. Avenue for his Eagle Scout project. August 12th is Community Day. Personnel: Rose Scolieri, Chair Property: Rose Scolieri, Co-Chair May 6th is our annual Clean-up Day in the Borough. We have sworn in the new two (2) full-time Officers this evening. Progress. Public Safety: Dave Harhai, Chair Public Works: Bill McLaughlin, Chair Progress. The speed hump by the Playground will be returning soon and we will be adding one at another location. Sewer Management: Ashley Cain, Chair Working on the consent order, Phase 2. Approve Resolution 23-006: appointing Representatives to the Congress of Neighboring Communities (CONNECT) for a one-year term expiring April 2024. Approve Resolution 23-007: Accepting, if awarded, a grant from the Pennsylvania Department of Community and Economic Development, to rehabilitate and make improvements to the West Homestead Recreation Park. Serita Clifford @ 610 Doyle Avenue: Property at 612 Doyle Avenue was cleaned and he Stanley: Send Code Enforcement to check on the property. Bill McLaughlin: Commend the Tax Collector. The comments made were not appropriate. The Tax Collector handled the situation very professionally and got the Lisa Guckes: The 3rd payment bills are sent out and due by December 31st. Three payments can be made if they choose to. Reminders are sent out for Borough taxes. School taxes do not provide reminders. In mid-January, Iturn them over to Legal Tax situation resolved. and they send out notices.
