BOROUGH OF WEST HOMESTEAD  Special Meeting April 11, 2023 Minutes  Call to Order  President Joe Baran called the meeting to order at 5:46 P.M.  Pledge of Allegiance Roll Call Ms. Scolieri.  Present: Mr. Baran, Mr. Harhai, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. McLaughlin,  Also, in attendance were Mayor John Dindak, Solicitor Stan Lederman, Secretary Donna McMichael, and Borough Manager Bill Etherington. In attendance for the Steel Valley School District was Ed Wehrer Superintendent) and Jim Bulger (School Board Director).  Public Comment on Agenda Items  No comments.  Solicitor and Manager proceeded to discuss an opportunity presented by Steel Valley School District on a $1M RACP Grant that will attribute to a $32.5M overall project to construct an Elementary School at the Franklin School site in Munhall Borough. The SVSD is requesting that the Borough of West Homestead agree to be the "Grantee" for this $1M RACP Grant. Mr. Lederman (Solicitor) noted that he did discuss this role of Grantee" with Mr. Donald Fetzko (Solicitor for SVSD). Both Solicitors acknowledged that Allegheny County provides resources that can fill the role of "Grantee." Mr. Lederman also noted that the County resource can provide more experience and knowledge to Both Mr. Wehrer and Mr. Bulger began to discuss the necessity of building the new Elementary School and the positive impact it would have for the Steel Valley Community. They thanked West Homestead for considering the position of "Grantee" and noted that  complete the grant in a more timely and accurate manner.  they would pursue the opportunity with Allegheny County.
