WEST HOMESTEAD BOROUGH Council Meeting March 14, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Mr. Baran, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. Harhai, Mr. McLaughlin, Ms. Scolieri. Also in attendance: Mayor John J Dindak, Solicitor(s) Stanley Lederman & Michael Lederman, Borough Manager Bill Etherington, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. REPORTS: Engineer Mark Brashear The street paving is out for bid, and we will open the bids in April. Agreat amount of work is being completed for the Consent Order. Engineer Bill Roth No HARB applications for West Homestead Solicitor Stanley Lederman Mayor John Dindak One Resolution will be presented this evening. This is for Police service rates. Thank you to Public Works, Police Department, and the Fire Department for tending to the accident on 7th Avenue. Borough Manager Bill Etherington Finances for February: In General Fund and Escrow we are on track. All others are to plan. Police Chief Charles Rozzo Report was given for the month of February: 131 calls and 266 calls year-to-date. We Effective March 1st, we will no longer house prisoners for Homestead. Thanks to the Fire Department and Baldwin EMS on the accident on 7th Avenue. Reached out to Penn Dot again for a traffic light due to the speed on the street. housed 18 prisoners, all from Homestead. Fire Chief. John Dindak YTD report: 57 calls, 8 fires, and 14 rescues, accident, and wire issues. Baldwin EMS Report for February: Response time 6.6 minutes. Dan Churma, Emergency Management Coordinator All 1st Quarter training is complete. Glenn Guckes Public Works Director Doing trash and recycling. We have plenty of salt left. The weather has been nice. Cleaning up lots, trimming trees and helping the Sewer Tech. Steel Rivers Council of Governments: Ashley Cain No report. Hosting Allegheny County. Steel Valley Enterprise Zone: Dave Harhai Exploring the idea of hiring a full-time Executive Director. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair Meeting next Tuesday. There will be an Easter Egg Hunt on April 2, 2023, at Calhoun Park. It will be sponsored by "Munhall Cares." It will run from 1-3 pm. All are welcome. Personnel: Rose Scolieri, Chair Property: Rose Scolieri, Co-Chair No report. Met today, reviewed, and updated the spread sheet. The Land Bank has viable properties. Public Safety: Dave Harhai, Chair Met today at 5pm. Progress! Allegheny County site. Public Works: Bill McLaughlin, Chair Porta john has been removed. Dave asked about the full-time Police officer. Add to the Police Chiefs site and Had a discussion with the Manager about electricity issues on the Avenue. Golden Triangle will take care of the sewer on 7th Avenue. Sewer Management: Ashley Cain, Chair Doing due diligence. Nine Minimum Controls: due March 1st. Legislation Agenda Items (Motions): February 14, 2023. 1. Approve and ratify all bills paid and to be paid for the month of March 2023. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. 3. Approve Resolution 23-005: Hourly rate for Police Services. $90.00 effective immediately. Stanley read the Resolution. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. 4. Recommend a donation of $1,200 from the TIF fund to Boy Scout Troop 15 for maintenance of the landscaping at the Homestead end of the Gray's Bridge in 2023. Approve the attendance of the ALOM Spring Conference in Seven Springs for Council Members Barb Ferson, Dave Harhai, Bill McLaughlin, Manager Bill Etherington, and Police Chief Charles Rozzo. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of the motion. Public Comment on Non-Agenda Items Mayor: Streets need to be posted to let residents know when and where paving will occur.
