WEST HOMESTEAD BOROUGH Council Meeting February 14, 2023 Minutes Call to Order President Baran called the meeting to order at 6:15 pm. REPORTS: Public Comment on Agenda Items Engineer Mark Brashear Preparing the 2023 paving list. Opening bids for storm sewer project. Solicitor Stanley Lederman Several Resolutions to be approved this evening. Ap petition has been filed against Guardian Angel and there will be a hearing in April. Mayor John Dindak No report. Happy Valentine's Dayl!! Borough Manager Bill Etherington Finances for the first month: High spending and low revenues. We are where we Personnel: We need a full-time Police Officer. Offer Derek Lincoln has resigned. Civil should be. Service has been meeting. Police Chief Charles Rozzo Thanks to Council for allowing another officer to be hired. Our handbook has been signed and we are up to date. We have our new radios and equipment. Volume call for the month of January: 157 calls and twenty-one arrests. Report was read. No issues in our department. All is running well. Fire Chief John Dindak-absent (Bill McLaughlin spoke) Working on a grant to get the parking lot paved. Joe Baran explained the subscription process. YTD report: 42 calls, accidents, carbon monoxide and gas leaks. Todd Plunkett not here, Bill McLaughlin spoke: 40 calls in January. There was a 24% return rate on subscriptions. Pleased with the results. Glenn Guckes Public Works Director Weather has been good. Patching potholes and working on equipment. Trees need trimmed in the borough. Steel Rivers Council of Governments: Barb Ferson The home repair program was explained and there will be help to fill out the paperwork. SVCOG is looking for someone to drive the street sweeper and to do maintenance in the building. This would be part-time position. Steel Valley Enterprise Zone: Dave Harhai Grants and businesses were discussed at last meeting. There are loans to fix safety in homes. COMMITTEE REPORTS Community Affairs: Barb Ferson, Chair The first Saturday in May will be clean-up day. Next meeting will be the third Tuesday in March at 6 pm. Ideas: Charge $1 a day from the kids and have a working kitty. We have had a resignation and are in search for a new officer. Personnel: Rose Scolieri, Chair Property: Dave Harhai, Co-Chair Thanks to Donna for identifying properties for the Land Bank and properties to list for Sheriff sale. We will revisit this every month. Things take time. Public Safety: Dave Harhai, Chair There are parking issues, and we will have further discussions next month. Kudos to the Chief, he is proactive. Public Works: Bill McLaughlin, Chair Glenn, keep up the good work. Looking for property to house the vehicles. Electrical work is to be done on 8th Avenue. Snowflakes are on the list. Porta John? Sewer Management: Ashley Cain, Chair We are on track. Deadlines are due in March. We will be opening bids this evening for the storm sewer project. Approve HARB recommendation for property located at 210 West Eighth Avenue, Owner of Record, Frankie's Place LLC (Chris St. Pierre), for the following: additional exterior lighting, eliminate one exterior door, add three exterior doors. Motion: Mr. Harhai Second: Ms. Cain All voted in favor of motion. Public Comment on Non-Agenda Items Nicola Dempsey, Walnut Street: Streets in the area need cleaned up. There is debris by Sign Creators, needs cleaned. The vacant lot/park on Walnut Street is overgrown, needs to be taken care of. How many properties are Section 8 on Walnut Street? Linda Dindak, Overdale Drive: Before cutting down trees in the Borough, request must be made through the Shade Tree Committee. The request must be made two (2) weeks in advance. Create a list of tree issues. We will review these on March 14th at 2:30pm.
