BOROUGH OF WEST HOMESTEAD  Special Meeting February 14, 2023 Minutes  Call to Order  President Joe Baran called the meeting to order at 5:46 P.M.  Pledge of Allegiance Roll Call Ms. Scolieri.  Present: Mr. Baran, Mr. Harhai, Ms. Cain, Ms. Ferson, Mr. Guzzi, Mr. McLaughlin, Also in attendance were Mayor John Dindak, Solicitors Stanley & Michael Lederman, Borough Manager Bill Etherington, Borough Secretary Donna McMichael, Police Chief  Charles Rozzo. Public Comment on Agenda Items  The Solicitor and Manager proceeded to discuss an opportunity presented by Continental Real Estate Corporation on the development of Waterfront Apartments. The Manager was able to provide Council the estimated RE Tax Revenue prior to the TIF period of 21 years along with the projected RE Tax Revenue post TIF period. Borough Council had many questions related to the reason "Why" does the development finances have to come from a TIF arrangement? The Solicitor mentioned that the TIF monies are only associated with the construction of the Parking Garage and not the actual building The second item on the agenda was related to the hiring of an additional Police Officer to replace the Waterfront Officer. The Chief is well aware that the contract had expired with the Waterfront, but he wanted to express the need for a "Flex" officer that would reduce the costs of overtime during vacation season. Also, this Officer would be essential for filling roles impacted by Sandcastle Detail requirements. Borough Council commented that it would consider this position and make a decision at the next Caucus Meeting.  of the apartments.  Public Commenton! Non-Agenda Items  No comments.
