BOROUGH OF WEST HOMESTEAD Council Meeting May 14, 2024 Minutes Call to Order President Ashley Cain called the meeting to order at 6:15 pm. Pledge of Allegiance Roll Call Present: Ms. Ferson, Mr. Fonos, Mr. McLaughlin, Ms. Nikolas, Ms. Cain. Absent: Mr. Harhai, Mr. Karafa Also in attendance: Mayor Joe Baran, Solicitor Stanley Lederman, Borough Engineer Mark Brashear, and Borough Secretary Donna McMichael. Public Comment on Agenda Items No comments. REPORTS Engineer: Mark Brashear Improvements to the park will be discussed next month. Inc court with Stanley next week. Sewer projects 10% reduction. Solicitor: Stanley Lederman Mayor Joseph Baran No report. Chief Rozzo attended accreditation classes. Looking forward to working with the new manager. Looking into getting new tasers and new police cars. The Police Report was given for the month of April 2024. Police Chief Charles Rozzo Friday, Saturday, and Sunday are busy days. The bulk of calls are on the 3-11 shift. lattended an Advance Development class for two weeks. It was beneficial. We have passed the State Police Audit. Excellent job to RJ Euwer. Iwill be working with Ray Fonos and Lynn Nikolas dealing with tasers and new cars. Details with Sandcastle, Waterfront and AMC are coming up. Big season! Report was given for the month of April 2024: 139 calls year to date: 30 fires, 20 Fire Chief John Dindak rescues and 51 fire alarms. The banners will be finished this week. There will be joint training with the police. "Girls on the Run Race" will be on Sunday, May 19th. Baldwin EMS: Chief Todd Plunkett Report for April: 42 calls this month and a 6.4-minute response time. YTD 147 total calls with a 6.3-minute response time. EMC: Dan Churma Absent. Absent. No report. Public Works: Glenn Guckes Steel Rivers Council of Governments: Barb Ferson Steel Valley Enterprise Zone: Dave Harhai COMMITTEE REPORTS Capital Improvement: Ray Fonos, Chair Meti in April and discussed how to fund Capital improvements. Establish a policy "unbudgeted" amount to Capital Improvements. Exceed income line item to Capital improvements. Communications: Lynn Nikolas, Chair Community Affairs: John Karafa, Chair The newsletter will be in your Jordan tax bill and posted on Facebook and the website. Barb Ferson reported. Memorial Day event will be on May 27th @ 11am. Community Day is on August 10th. Summer Recreation will begin on Monday, June 3rd. Personnel: Ashley Cain, Chair The Borough Manager will officially begin on Monday, May 20th. He also met with Public Works, Engineer, and Office Staff. The new Manager, along with Ashley, rode along with the Police Chief throughout the Borough. Properties: Dave Harhai, Chair Public Safety: Bill McLaughlin, Chair Absent 5K "Girls on the Run" pre-meeting was held. There are many resources involved. Dan Churma has done a great job! There will be a large crowd and safety is a priority. All three boroughs will get reimbursed. There have been a lot of gas calls lately. Please call 911. Need to meet with Passages for Recovery. We are collaborating with the police on the "Knox Box" situation. Ray Fonos: What are the plans for the "Program for Offenders" "Passages for Recovery"? Sewer Management: Barb Ferson There was a public hearing at 4:15 today regarding the Waterfront Apartments. The owners of Schauffler Drive: grease is the clear damage to the pipes. Alcosan submitted transfer, #9 in que. There will be a pause on the VAC truck. Grow Grant with Homestead. We will be pausing the Sewer Tech job until next year. Ashley Cain: We have received the official letter stating we are a "Banner Community." On behalf of the Council, we will celebrate "Police Appreciation Week." Legislation 1.
