BOROUGH OF WEST HOMESTEAD Caucus /Workshop Meeting May 7, 2024 Minutes Call to Order: Council President Ashley Cain called the meeting to order at 6:15 p.m. Pledge of Allegiance: Roll Call: Ms. Nikolas. Present were Ms. Cain, Ms. Ferson, Mr. Fonos, Mr. Harhai, Mr. Karafa, Mr. McLaughlin, and Mayor Joseph Baran, Solicitors Stanley Lederman and Michael Lederman, Engineer Mark Brashear, and Borough Secretary Donna McMichael were also present. President Cain asked anyone in the audience if they had any questions not included on the agenda. No response. Mark Brashear: ABC's (Authorities IE Boards /Commissions) Planning Commission: Continue to discuss Zoning. Calhoun Park Phase II discussion. Calhoun Park Phase III discussion. Committee Reports Administration (Secretary) Administration role in Code Enforcement. Report attached. Playground mulch has been ordered and will be delivered May 31st. Speed hump has been ordered. Capital Improvement (Mr. Fonos) Set aside dollars to go to Capital Improvement, i.e., large deed transfer. Retaining wall on Basic. Avenue: Mark B1 to investigate. Communications (Ms. Nikolas) Spring Newsletter will go out in the next JTS sewage bill and will be on Facebook and Website. Community Affairs (Mr. Karafa) May Clean-up cancelled due to weather; will have an event in October. Memorial Day Service is on Monday, May 27th at 11:00 am. Summer Recreation will start on Monday, June 3rd for 7 weeks. Personnel (Ms. Cain) The motion to hire Borough Manager is on the agenda for tonight. Properties (Mr. Harhai) Next meeting is June 11th. Public Safety (Mr. McLaughlin) Duquesne Light has installed a security light in the Borough parking lot. Knox Box discussion. Send letter to businesses regarding Knox Box from Borough office with police follow-up. Sewer Management (Ms. Ferson) Separation of sewers on West 7th, West 8th, and Hays Street. Bids will be coming out soon. ALCOSON trunk line transfer, #9 in line. Financial - Account Balances Account balances through April 2024. President's Report Motion to hire Borough Manager. Motion by Dave Harhai, Seconded by John Karafa, to hire Russell Combs, as a full-time Borough Manager, effective May 13, 2024, contingent upon normal screening process approvals. All voted yes.
