BOROUGH OF WEST HOMESTEAD Council Meeting March 12, 2024 Minutes Call to Order President Ashley Cain called the meeting to order at 6:15 pm. REPORTS Engineer Mark Brashear Railing installed today and will finish tomorrow. Working on sewer project. Solicitor Michael Lederman Mayor Joseph Baran Tonight, we will be approving 1 (one) Ordinance and 2 (two) Resolutions. Commend Police on traffic stops and citations. The numbers are high. Ordinance is in place for the Knox Box. Less than 30% of businesses have them. Enforce. Police Chief Charles Rozzo The Police Report was given for the month of February 2024. AWaterfront meeting was today. They are eliminating bus stops. The new pickup truck is completed and in service today! Thanks to Council. Report was given for the month of February 2024: 69 calls and 14 fires of some sort. Fire Chief John Dindak Call Borough Office for home checks when out. Baldwin EMS Report for February: 41 calls this month and 5.25 minutes response time. EMS, Dan Churma The EOP was submitted to the County. "Girls of the Run" at the Waterfront on May 19th. Public Works, Glenn Guckes Great winter so far! Getting potholes patched and cleaning up leaves. Steel Rivers Council of Governments: Barb Ferson On March 7th there was a presentation from the Steel Valley Authority. Members from each borough include residents and business owners. Steel Rivers COG had a letter of support from the steel mills. There are many openings at the Steel Rivers COG. Steel Valley Enterprise Zone: Dave Harhai AI loto of developments, and there are various investments. Upcoming: "Live Friday": May through the summer. COMMITTEE REPORTS Capital Improvement: Ray Fonos, Chair The first meeting was held on February 20th. What would residents want to see? Communications: Lynn Nikolas, Chair We are compiling a short- and long-term improvement sheet. The first meeting was held on February 20th. Get out a newsletter for the Spring and post it on the website and Facebook. Community Affairs: John Karafa, Chair Munhall is on board. May 4th: Cleanup Day. August 10th: Community Day May 27th: Memorial Day, Jack Rozzo, Colonel USAF, will be the guest speaker. Invite John Dindak to discuss Summer Recreation. Personnel: Ashley Cain, Chair will be via Zoom. Properties: Dave Harhai, Chair We will meet on Thursday for the first round of resumes for 3 applicants; the other three Meeting on April 9th to discuss blighted properties and reduce vacancies. Developers have joined up and another one will attend the meeting in April. Public Safety: Bill McLaughlin, Chair Held a meeting today at 5:00. Knox Box is an issue. Both Chiefs will look into this. Baldwin EMS has a meeting on Monday. Out of eighteen applicants they have hired three. They are top notch and will respond to fire and medical. The speed bumps are going back up at the playground on Fieldstone Drive. Ap parking lot light is needed at the Borough building. Next year the three Boroughs need to work together on "Girls on the Run." Moving forward with bids for separation of West 7th and 8th Avenues sewers. Influx of immigrants. Sewer Management: Barb Ferson, Chair Alcosan trunk line transfer. Finding a lot of grease in the sewers and it is floating to the top. There is a rancid smell. Legislation 1. Accept minutes from the Council meetings, as written, for February 6, 2024: Caucus/Workshop, and February 13, 2024: Legislative. Receiving legal counsel. Stanley: Will deal with attorney. 2.Christina Deasy, West 8th Avenue: Talked about bringing businesses into the borough. Parking is moving forward. Purchased the Moore Building and planning to make it a viable 3. Chloe Alcaraz, 889 Forest Avenue: Supports small businesses.
